106. A number of major international conferences have been successfully concluded since the adoption of the Declaration and the Strategy.

62. Clearly, the implementation of the Declaration and the Strategy was far from satisfactory, owing to inequitable international economic relations, an unfavourable external economic environment and stagnant international development cooperation.

64. It was therefore to be hoped that the objectives of the Declaration and the Strategy would be attained at the earliest possible date so that everyone could share in the fruits of human progress.

In that connection, an agenda for development would certainly offer fresh impetus to the implementation of the Declaration and the Strategy and help to ensure their continued relevance in a changing world economy.

10. The current debate on an agenda for development and the agreement resulting from it, the modalities of its execution and related policy initiatives should have a major bearing on the implementation of the Declaration and the Strategy. III. PREMISES AND TRENDS

Mr. GUERRERO (Philippines) said that lack of political will remained the chief obstacle standing in the way of implementation of the Declaration and the Strategy.

Diminished circumstances make themselves felt on a variety of fronts and imperil many of the goals and objectives of the Declaration and the Strategy, including a reduction in the gap between rich and poor countries, the eradication of poverty and hunger and enhancing human resources and institutional development (see resolution 45/199, annex, paras. 13 and 15).

The developing countries had abided by virtually all the provisions of the Declaration and the Strategy that applied to them.
