(4) For States whose instruments of ratification or accession are deposited subsequent to the entry into force of this Convention, it shall enter into force on the date of the deposit of their instruments of ratification or accession.
4- تصبح هذه الاتفاقية نافذة بالنسبة للدول التي تقوم بإيداع وثائق تصديقها عليها أو وثائق انضمامها إليها بعد بدء نفاذها، ابتداء من تاريخ إيداع تلك الدول وثائق تصديقها أو انضمامها.

١ - تدخل هذه الاتفاقية حيز النفاذ في اليوم اﻷول من الشهر التالي لانقضاء سنة على تاريخ ايداع الصك الخامس الخاص بالتصديق أو القبول أو الاقرار أو الانضمام.

123. The Agreement will be opened for signature on 4 December 1995 and will enter into force 30 days after the date of the deposit of the thirtieth instrument of ratification or accession.
١٢٣ - وسيفتح باب التوقيع على الاتفاق في ٤ كانون اﻷول/ديسمبر ١٩٩٥، وسيدخل حيز النفاذ بعد ثلاثين يوما من إيداع الصك الثلاثين للتصديق أو الانضمام.

9. Accession consists of the deposit of an instrument of accession with the depositary and has the same legal effect as ratification; unlike ratification, however, it does not require to be preceded by signature.
9- ويتألف الانضمام من إيداع صك الانضمام لدى الوديع وله الأثر القانوني نفسه الذي للتصديق؛ لكنه لا يتطلب، خلافاً للتصديق، أن يكون مسبوقاً بالتوقيع.

(a) Of signature to this Convention, of the deposit of instruments of ratification or accession in accordance with articles 22, 23 and 24 and of notification made under article 26;

4. Pursuant to Article 4, Paragraph 3 of the Convention, expressions of consent to be bound by any of the Protocols annexed to this Convention shall be optional for each State, provided that at the time of the deposit of its instruments of accession thereto, that State shall notify the Depositary of its consent to be bound by any two or more of these Protocols.
4- وعملاً بالفقرة 3 من المادة 4 من الاتفاقية، يكون الإفصاح عن الموافقة على الالتزام بأي من البروتوكولات الملحقة بالاتفاقية اختيارياً لكل دولة، شريطة أن تعمد تلك الدولة، لدى إيداعها وثائق انضمامها إليها، إلى إشعار الوديع بموافقته على أن تكون ملزَمة بأي اثنين أو أكثر من هذه البروتوكولات.
