The following options may be envisaged with regard to the externalization of the ETO system:

On the Trade Point Programme, she regretted that the options for the transfer of the ETO system presented in the progress report were very weak, and that the report was clearly biased towards one option, i.e. transfer to the International Trade Point Federation.
وفيما يتعلق ببرامج النقاط التجارية، أعربت عن أسفها للضعف الشديد في خيارات نقل نظام فرص التجارة الإلكترونية الواردة في التقرير المرحلي، ولأن التقرير ينحاز بوضوح إلى خيار واحد هو النقل إلى الاتحاد الدولي لنقاط التجارة.

12. Requests the secretariat to begin immediately the tendering process, in conformity with the United Nations Financial Regulations and Rules, for the transfer of the ETO system to a suitable non-profit entity, specifying the possibility of a transfer of the ETO system to the ITPF when it has been established;
12- يرجو من الأمانة أن تبدأ مباشرة عملية تقديم العطاءات، وفقا للوائح والقواعد المالية للأمم المتحدة، لتحويل نظام فرص التجارة الإلكترونية إلى كيان مناسب لا يستهدف الربح، مع تحديد إمكانية تحويل نظام فرص التجارة الإلكترونية إلى الاتحاد الدولي للنقاط التجارية متى تم إنشاؤه؛

13. Requests the secretariat to further consult with Trade Points at the World Trade Point Directors Meeting in November 2000 regarding the transfer of the ETO system to the ITPF;
13- يرجو من الأمانة إجراء مشاورات أخرى مع النقاط التجارية في اجتماع مديري النقاط التجارية العالمية الذي سيتعقد في تشرين الثاني/نوفمبر 2000 بشأن تحويل نظام فرص التجارة الإلكترونية إلى الاتحاد الدولي للنقاط التجارية؛

That decision related in particular to three areas, namely: (a) an international Trade Point federation (ITPF); (b) the transfer of the ETO system to a suitable non-profit entity; and (c) capacity building.

In this context, the issue of the ETO system and its future was included as the second major item for decision-making on the agenda of the Sixth World Trade Point Meeting.
17- وفي هذا السياق أدرجت مسألة نظام فرص التجارة الالكترونية ومستقبله باعتبارها البند الرئيسي الثاني الذي أدرج في جدول أعمال الاجتماع العالمي السادس للنقاط التجارية والذي يتعين اتخاذ قرارات بشأنه.

Such an arrangement would imply that UNCTAD would still legally remain the owner of the ETO system, even though a provision was to be included in the contract to the effect that UNCTAD would be exempt from any financial liability resulting from the operation of the system.
وهذا الترتيب يعني أن الأونكتاد يظل من الناحية القانونية صاحب نظام فرص التجارة الالكترونية رغم إدراج نص في العقد يفيد بأن الأونكتاد معفى من أية مسؤولية مالية تنشأ عن تشغيل هذا النظام(11).

Topics covered may include a guide to the development of a TP web site, to the effective operation of the ETO system and to trade facilitation services.

In addition, it would become difficult for Trade Points and the administering body of the Trade Point Programme to have a decisive or even a complementary role to play in the management and development of the ETO system if changes were necessary on the basis of Trade Point clients' experiences and events in the world.

In order to maintain the developmental character of the ETO system and its focus on less financially endowed small and medium-sized companies, one of the conditions was that the operator would continue providing the basic ETO service free-of-charge to users and the Federation.
