The second sentence of the footnote should read

The Legislative Guide and other procurement laws were based on the principle of competition, which was the reasoning behind the very narrow wording of the footnote.

The Chairman asked for further views regarding the substantive content of the footnote favoured by some as a means of addressing the fact that the list in model provision 28 was not exhaustive.

(ج) (فيما يتعلق بالحاشية 1) أن تضاف الجملة الأولى من الحاشية الواردة في الفقرة 56، وأن تُزاد الفقرة كلها وضوحاً.

37. Mr. Lallah drew attention to paragraph 1 of the footnote to rule 51 of the rules of procedure, according to which the Committee should allow for attempts to reach decisions by consensus before voting.

45. Mr. Polimeni (Italy) said that deletion of the word " compelling " was an acceptable solution if it eliminated the most damaging effects of the current wording of the footnote.
45- السيد بوليميني (ايطاليا): قال إن حذف كلمة " قاهرة هو حل مقبول إذا أدى إلى إزالة الآثار الأكثر ضررا للصياغة الحالية للحاشية.

In considering the optional language of the footnote accompanying Chapter VI of the Model Law, which explained that for constitutional or other considerations, enacting States might not see fit to incorporate some or all of the review provisions, it was agreed that the entire footnote should be deleted.
19- ولدى النظر في الصياغة التخييرية للحاشية الملحقة بالفصل السادس من القانون النموذجي، التي توضّح أن الدول المشترعة قد لا ترى من المناسب، لاعتبارات دستورية أو اعتبارات أخرى، إدراج جزء من أحكام إعادة النظر أو كلها، اتُّفق على حذف الحاشية برمتها.

4. Mr. GOH (Singapore) suggested that the words " and Services " in the first sentence of the footnote should be underlined to draw a clear distinction between the titles of the two Model Laws.
٤ - السيد غوه )سنغافورة(: قال إنه يقترح وضع خط تحت عبارة " والخدمات " الواردة في السطر الثاني من هذه الحاشية في أسفل الصفحة وذلك بغية اﻹشارة على نحو أفضل الى الاختلاف القائم بين عنواني القانونين النموذجيين.

Consultations between Serbia and the European Union on the interpretation of the footnote corresponding to the asterisk in " Kosovo* " (see S/2012/275, para. 13) in the context of participation in regional forums also helped to clarify the ambiguity caused by differing interpretations of the agreement by the parties.

وبذلك تُقرأ نهاية الحاشية على النحو التالي: ٥١ " /١، و ٥١/٦ و ٥١/٢٠٤ " .
