The contents of paragraphs 14 and 16, in particular, were in clear contravention of a series of General Assembly resolutions, notably 45/248 B, section VI, paragraph 1, which reaffirmed that the Fifth Committee was the appropriate Main Committee of the General Assembly entrusted with responsibilities for administrative and budgetary matters.
