To promote more resolute responses to root causes of refugee movements and in furtherance of its mandate on statelessness issues, UNHCR presented the final report of the Global Survey on statelessness to the Standing Committee in March 2004.

III. Phase two of the analysis of the results of the Global Survey

Over 45 ambassadors attended the launch, where they listened to a presentation about the mandate, strategy and work of the Special Rapporteur and of the results of the Global Survey analysis.

10. The three objectives of the Global Survey were to assess the status of implementation of the commitments contained in the Programme of Action, with an emphasis on legislation and policy formulation, the establishment of governance structures and actions executed; to identify facilitating factors and barriers to the implementation of those commitments; and to identify new national priorities and emerging issues.
