(أ) يتيح، قدر المستطاع، الحماية من آثار مخلفات الذخائر العنقودية للبعثات والمنظمات الإنسانية العاملة أو التي ستعمل، بموافقة هذا الطرف، في المنطقة التي تخضع لسيطرة الطرف المتعاقد السامي أو الطرف في نزاع مسلح؛

1. Relief societies located in the territory of the High Contracting Party, such as Red Cross (Red Crescent, Red Lion and Sun) organizations may offer their services for the performance of their traditional functions in relation to the victims of the armed conflict.
1 - يجوز لجمعيات الغوث الكائنة في إقليم الطرف السامي المتعاقد مثل جمعيات الصليب الأحمر والهلال الأحمر والأسد والشمس الأحمرين، أن تعرض خدماتها لأداء مهامها المتعارف عليها فيما يتعلق بضحايا النزاع المسلح.

“If the Court finds that there has been a violation of the Convention or the protocols thereto, and if the internal law of the High Contracting Party concerned allows only partial reparation to be made, the Court shall, if necessary, afford just satisfaction to the injured party.”
" إذا قررت المحكمة أن هناك انتهاكا للاتفاقية أو لبروتوكولاتها، وإذا كان القانون الداخلي للطرف المتعاقد السامي المعني لا يسمح إلا بتقديم تعويض جزئي، فإن المحكمة تقوم، إذا لزم اﻷمر، بتقديم تعويض عادل إلى الطرف المتضرر. "

(a) With the exception of the forces and missions referred to in sub-paragraph 2(a) (i) of this Article, this Article applies only to missions which are performing functions in an area with the consent of the High Contracting Party on whose territory the functions are performed.
(أ) لا تنطبق هذه المادة إلا على البعثات التي تؤدي مهامها في منطقة ما بموافقة الطرف المتعاقد السامي الذي تؤدَّى هذه المهـام على أراضيه، وتستثنى من ذلك القوات والبعثات المشار إليها في الفقرة الفرعية 2(أ)`1` من هذه المادة.

Protect, as far as feasible, from the effects of explosive remnants of war, humanitarian missions and organisations that are or will be operating in the area under the control of the High Contracting Party or party to an armed conflict and with that party's consent.
(أ) يوفر الحماية، قدر المستطاع، من آثار المتفجرات من مخلفات الحرب للبعثات والمنظمات الإنسانية العاملة أو التي سوف تعمل في المنطقة التي تخضع لسيطرة الطرف المتعاقد السامي أو الطرف في نزاع مسلح، وبموافقة ذلك الطرف؛

(أ) أن يتيح، بقدر المستطاع، الحماية من آثار الذخائر العنقودية من مخلفات الحرب، للبعثات والمنظمات الإنسانية العاملة أو التي سوف تعمل في المنطقة التي تخضع لسيطرة الطرف المتعاقد السامي أو الطرف في نزاع مسلح، وبموافقة هذا الطرف؛

(أ) أن يتيح، بقدر المستطاع، الحماية من آثار الذخائر العنقودية من مخلفات الحرب، للبعثات والمنظمات الإنسانية العاملة أو التي ستعمل في المنطقة التي تخضع لسيطرة الطرف المتعاقد السامي أو الطرف في نزاع مسلح، وبموافقة هذا الطرف؛

(a) protect, as far as feasible, from the effects of cluster munition remnants, humanitarian missions and organizations that are or will be operating in the territory under the control of the High Contracting Party or party to an armed conflict and with that party's consent; and
(أ) أن يتيح، بقدر المستطاع، الحماية من آثار الذخائر العنقودية من مخلفات الحرب، للبعثات والمنظمات الإنسانية العاملة أو التي ستعمل في المنطقة التي تخضع لسيطرة الطرف المتعاقد السامي أو الطرف في نزاع مسلح، وبموافقة هذا الطرف؛

2. If the civilian population is suffering undue hardship owing to a lack of the supplies essential for its survival, such as food-stuffs and medical supplies, relief actions for the civilian population which are of an exclusively humanitarian and impartial nature and which are conducted without any adverse distinction shall be undertaken subject to the consent of the High Contracting Party concerned.
2 - تبذل أعمال الغوث ذات الطابع الإنساني والحيادي البحت وغير القائمة على أي تمييز مجحف، لصالح السكان المدنيين بموافقة الطرف السامي المتعاقد المعني، وذلك حين يعاني السكان المدنيون من الحرمان الشديد بسبب نقص المدد الجوهري لبقائهم كالأغذية والمواد الطبية.

Additional Protocol II, governing noninternational conflicts, states that, if the civilian population is suffering " undue hardship " , relief actions " shall be undertaken subject to the consent of the High Contracting Party concerned " .
وينص البروتوكول الإضافي الثاني، الذي يحكم النزاعات غير الدولية، على أنه حين يعاني السكان المدنيون من ' ' الحرمان الشديد``، ' ' تبذل`` أعمال الغوث ' ' بموافقة الطرف السامي المتعاقد``().

Its final decision on each case shall contain conclusions assessing the compliance difficulties and identifying the facts, specific circumstances, possible causes and the capacity of the High Contracting Party concerned, as well as recommendations for possible measures aimed at further promoting compliance with the Convention and its annexed Protocols, including, but not limited to, the following measures:

5. Nothing in this Protocol shall be invoked as a justification for intervening, directly or indirectly, for any reason whatever, in the armed conflict or in the internal or external affairs of the High Contracting Party in the territory of which that conflict occurs.
