269. The second session of the Intergovernmental Review Meeting on the Implementation of the Global Programme of Action was held in Beijing, from 16 to 20 October 2006, to consider progress in implementation of GPA and to identify options for strengthening its implementation.

The second session of the Intergovernmental Review Meeting on the Implementation of the Global Programme of Action for the Protection of the Marine Environment from Land-based Activities provides a timely opportunity to take stock of the impact of recent findings, developments and accords on the implementation of the Global Programme of Action.

In keeping with the Montreal Declaration on the Protection of the Marine Environment from Land-based Activities, agreed at the first session of the Intergovernmental Review Meeting on the Implementation of the Global Programme of Action in 2001, the focus of the second phase of the UNEP Global Programme of Action Coordination Office for the period 2002 - 2006 was moving from planning to action.

At the first session of the Intergovernmental Review Meeting on the Implementation of the Global Programme of Action, held in Montreal, Canada, in 2001, the 2002 - 2006 programme of work for the UNEP Global Programme of Action Coordination Office was presented and proposed three different levels of funding.

The multi-stakeholder segment of the second session of the Intergovernmental Review Meeting on the Implementation of the Global Programme of Action for the Protection of the Marine Environment from Landbased Activities met in three breakout groups and subsequently in plenary to discuss the following topics:

Acknowledging the important contribution of multi-stakeholder partnerships, including those concluded at the second session of the Intergovernmental Review Meeting on the Implementation of the Global Programme of Action for the Protection of the Marine Environment from Land-based Activities, to the implementation of intergovernmental commitments to advance action on internationally agreed and recognized goals,

The incomplete specific action by Governments in limiting land-based sources of pollution has proved a challenge in raising funds for fully implementing some revitalization work, as well as in meeting the objectives of the second session of the Intergovernmental Review Meeting on the Implementation of the Global Programme of Action for the Protection of the Marine Environment from Land-based Activities.
وكان عدم اكتمال العمل الخاص من جانب الحكومات للحد من المصادر البرية للتلوث يمثل تحدياً بالنسبة لجمع الأموال من أجل تنفيذ بعض أموال التنشيط بصورة كاملة، وكذلك لتحقيق أهداف الدورة الثانية للاجتماع الاستعراضي الحكومي الدولي المعني بتنفيذ برنامج العمل العالمي لحماية البيئة البحرية من الأنشطة البرية.
