The allegation made by the Hellenic Republic is based on a fundamental misrepresentation of the facts, and of the meaning of article 7, paragraph 2, and 7, paragraph 3, of the Interim Accord.

As noted, the implementation of some important parts of the Interim Accord was to take place by mid-1995, including the passage arrangements for people and goods between the self-government areas, Israel and the rest of the world.

There is abundant and indisputable evidence corroborating these material breaches of the Interim Accord by the former Yugoslav Republic of Macedonia.

Therefore, the obvious purpose of this allegation is to deflect attention from the substance of the issue in question, which is the long-standing and recurring practice of breaches of the Interim Accord on the part of the former Yugoslav Republic of Macedonia.
