Article 16 allows a State which aids or assists another State in committing an internationally wrongful act to be held responsible for the latter State's wrongful act if the assisting State does so " with knowledge of the circumstances of the internationally wrongful act " and if the act would be internationally wrongful had it been committed by the assisting State itself.
