Thirdly, the Secretary-General describes the humanitarian situation of the Iraqi population as follows:

Further consideration of the nutritional requirements of the Iraqi population by United Nations nutritional experts has concluded that the target level was too low to provide the requisite nutritional security.

٢١- وأشار إلى ما قاله أحد اﻷعضاء من أن التدهور في الحياة اليومية لسكان العراق يعود سببه إلى وقف الحكومة لصادرات النفط.

The Committee also notes that the living standard of large sections of the Iraqi population has been reduced to subsistence level since the imposition of the embargo, which led to a decrease in the country’s oil revenue from approximately $20 billion to $2 billion a year, and that this situation is further aggravated by the sharp rise in consumer prices.
وتلاحظ اللجنة أيضاً أن مستوى معيشة قطاعات كبيرة من سكان العراق قد انخفض إلى مستوى الكفاف منذ فرض الحصار الذي أدى إلى انخفاض عائدات البلد من النفط من نحو ٠٢ مليار إلى ملياري دولار سنوياً، وأن الارتفاع الحاد في اﻷسعار بالنسبة للمستهلك يزيد من تفاقم هذا الوضع.

The security situation must also be brought under control and the necessary attention paid to development and reconstruction and to meeting the increasing humanitarian needs of the Iraqi population.
ومن الضروري كذلك ضبط الحالة الأمنية وإيلاء الاهتمام اللازم للتنمية، وإعادة الإعمار، ومعالجة الحالة الإنسانية المتردية للشعب العراقي.

3. All unbiased observers know that the real way to alleviate the sufferings of the Iraqi population caused by shortages of food, medicines and other basic humanitarian needs is to lift the iniquitous embargo that has been maintained against Iraq for three years.
٣ - إن كل المراقبين المنصفين يعرفون بأن الحل الحقيقي لكل ما يعانيه السكان في العراق من نقص في الغذاء والدواء والحاجات اﻹنسانية اﻷساسية اﻷخرى هو رفع الحصار الجائر المفروض على العراق منذ ثلاث سنوات.
