Article 7 of the JIU statute states that the Inspectors discharge their duties in full independence and in the sole interest of the organizations. The Inspectors are committed to independence and shall be free from external influence from any country or organization.

It was important to clarify that the secretariat of each participating organization was permanently mandated by article 11.4 of the JIU statute, as well as by General Assembly resolution 54/16, to transmit any report or recommendation to its legislative body for action and to organize its discussion.

39. The Group recalled that the General Assembly, in its resolution 63/272, had requested the Secretary-General to expedite the appointment of the Executive Secretary of the Joint Inspection Unit after consultation with the Unit and the Chief Executives Board, in full accordance with article 19 of the JIU statute and the relevant General Assembly resolutions.

The comments of the Secretary-General on the report of the Joint Inspection Unit (JIU) on the management audit review of outsourcing in the United Nations and United Nations funds and programmes is being submitted to the General Assembly pursuant to article 11, section 4 (d) of the JIU statute.

25. The efforts to reform the selection process should be guided by its intergovernmental nature and by the need to ensure that potential candidates were technically qualified and selected in accordance with the principle of equitable geographical distribution and reasonable rotation, as set out in article 3, paragraph 1, of the JIU statute.
