52. One positive step was the adaptation of the Manual on Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (Istanbul Protocol) to the Mexican context.
52- وأُحرز تقدم بفضل عملية تعميم " دليل التقصي والتوثيق الفعالين للتعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة " (بروتوكول اسطنبول) على الصعيد الوطني.

It is also concerned that medical personnel who come into contact with persons deprived of their liberty, asylum-seekers and other aliens are not systematically trained in the provisions of the Manual on Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (the Istanbul Protocol) (art. 10).

(c) Provide training on the use of the Manual on Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (Istanbul Protocol) for all relevant personnel, including medical personnel.
(ج) أن تدعم أنشطة التدريب الموجهة إلى جميع الموظفين المعنيين، بمن فيهم الموظفون الطبيون، على استخدام دليل كفاءة التحقيق والتوثيق في حالات التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة (برتوكول اسطنبول).

Such training should include the use of the Manual on Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (Istanbul Protocol).

ويجب وجود وإتاحة موظفين ذوي مؤهلات طبية ومدربين على تطبيق أحكام دليل التقصي والتوثيق الفعالين بشأن التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة (بروتوكول اسطنبول) في الأماكن التي يُحتجز فيها الأشخاص المحرومون من حريتهم().

It also recommends that training on the provisions of the Manual on Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (Istanbul Protocol) be introduced into the basic training curriculum for medical personnel.
وتوصي أيضاً بإدخال التدريب على أحكام دليل التقصي والتوثيق الفعالين بشأن التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة (بروتوكول اسطنبول) في مناهج التدريب الأساسية للعاملين في ميدان الطب.

The Committee is further concerned that forensic services are reportedly not staffed with medical personnel trained in documenting and investigating torture in accordance with the provisions of the Manual on Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (Istanbul Protocol) (art. 10).

The Committee also welcomes the news that in 2008 the Forensic Medical Service created a unit within its Human Rights Programme devoted to the implementation of the Manual on Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (the Istanbul Protocol).
8- وترحب اللجنة أيضاً بما وردها من أنباء بخصوص قيام دائرة الطب الشرعي في عام 2008 بإنشاء وحدة في إطار برنامجها المتعلق بحقوق الإنسان تعنى بتنفيذ دليل التقصي والتوثيق الفعّالين بشأن التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة (بروتوكول اسطنبول).

Furthermore, all relevant personnel should receive specific training on how to identify signs of torture and ill-treatment; such training should include the use of the Manual on Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (Istanbul Protocol), which should be provided to physicians and utilized effectively.
