We, Heads of State and Government of the member States of the Council of Europe, meeting for the first time in our Organisation's history at this Vienna summit conference, solemnly declare the following:
نحن، رؤساء الدول والحكومات في الدول اﻷعضاء في مجلس أوروبا، المجتمعين ﻷول مرة في تاريخ منظمتنا في مؤتمر قمة فيينا هذا، نعلن رسميا ما يلي:

In the political context thus outlined, we, Heads of State and Government of the member States of the Council of Europe, resolve:
وانطلاقا من المنظور السياسي المرسوم على هذا الشكل فإننا، نحن رؤساء الدول والحكومات في الدول اﻷعضاء في مجلس أوروبا، نقرر ما يلي:

Throughout that process, Latvia had ensured that its legislation was in conformity with international human rights standards and, according to experts of the Council of Europe, the protection afforded by its legislation was comparable to that provided by the Constitution of most of the member States of the Council of Europe.
لقد حرص بلده طوال هذه العملية على أن تتفق قوانينه مع القواعد الدولية النافذة في مجال حقوق الانسان وقد أعلن خبراء مجلس أوروبا أن الحماية التي يوفرها التشريع في لاتفيا تعد مماثلة للتشريعات التي تضمنها دساتير غالبية الدول اﻷعضاء في مجلس أوروبا.

125. The European Commission against Racism and Intolerance (ECRI) was set up by the Summit of Heads of State and Government of the member States of the Council of Europe, which took place in Vienna on 8-9 October 1993.
٥٢١- وأنشأت قمة رؤساء دول وحكومات الدول اﻷعضاء في مجلس أوروبا المنعقد في الفترة من ٨ الى ٩ تشرين اﻷول/أكتوبر ٣٩٩١، اللجنة اﻷوروبية لمكافحة العنصرية والتعصب.

56. The first Summit of Heads of State and Government of the member States of the Council of Europe, held at Vienna in October 1993, gave new impetus to the organization’s activities in the field of combating racism, xenophobia, anti-Semitism and intolerance.
٥٦ - وقد سمح مؤتمر القمة اﻷول لرؤساء دول وحكومات الدول اﻷعضاء في مجلس أوروبا، المعقود في فيينا في تشرين اﻷول/أكتوبر ١٩٩٣، بإعطاء زخم جديد ﻷنشطة المنظمة في ميدان مكافحة العنصرية، وكراهية اﻷجانب، ومعاداة السامية، والتعصب.

The European Court of Human Rights held in 1995, together with the European Commission of Human Rights, an informal meeting with the Presidents of Constitutional and Supreme Courts of the member States of the Council of Europe to exchange views on the respective responsibilities of national courts and the Strasbourg institutions in the protection of human rights in Europe.
٥٩ - وعقدت المحكمة اﻷوروبية لحقوق اﻹنسان في عام ١٩٩٥، بالتعاون مع اللجنة اﻷوروبية لحقوق اﻹنسان، اجتماعا غير رسمي مع رؤساء المحاكم الدستورية والمحاكم العليا في الدول اﻷعضاء في مجلس أوروبا لتبادل اﻵراء بشأن مسؤوليات المحاكم الوطنية ومؤسسات شتراسبورج في حماية حقوق اﻹنسان في أوروبا.

65. In accordance with the declaration of the Heads of State and Government of the member States of the Council of Europe adopted at the Summit Conference of 8-9 October 1993, a " framework convention specifying the principles which the contracting States commit themselves to respect, in order to assure the protection of national minorities " was drafted and adopted by the Committee of Ministers on 10 November 1994.
٥٦- وفقاً لﻹعلان الذي اعتمده رؤساء دول وحكومات الدول اﻷعضاء في مجلس أوروبا، في مؤتمر القمة الذي عقد يومي ٨ و٩ تشرين اﻷول/أكتوبر ٣٩٩١، صاغت لجنة الوزراء " اتفاقية إطارية تحدد المبادئ التي تتعهد الدول المتعاقدة باحترامها، بغية ضمان حماية اﻷقليات القومية " ، واعتمدتها في ٠١ تشرين الثاني/نوفمبر ٤٩٩١.

61. In accordance with the declaration of the heads of State and Government of the member States of the Council of Europe adopted at a summit conference held on 8 and 9 October 1993, a framework convention specifying the principles which the contracting States committed themselves to respect in order to assure the protection of national minorities was drafted and adopted by the Committee of Ministers on 10 November 1994.
٦١ - وفقا لﻹعلان الذي اعتمده رؤساء دول وحكومات الدول اﻷعضاء في مجلس أوروبا، في مؤتمر القمة الذي عقد يومي ٨ و ٩ تشرين اﻷول/اكتوبر ١٩٩٣، صاغت لجنة الوزراء " اتفاقية إطارية تحدد المبادئ التي تتعهد الدول المتعاقدة باحترامها، بغية ضمان حماية اﻷقليات القومية " ، واعتمدتها في ١٠ تشرين الثاني/نوفمبر ١٩٩٤.

53. In view of the disturbing increase in intolerance - racism, anti-Semitism, xenophobia and nationalism in Europe - the heads of State and Government of the member States of the Council of Europe, meeting in Vienna in October 1993, adopted a Declaration (see annex I) and a plan of action to combat those phenomena.
٥٣ - في مجابهة التصاعد المثير للقلق لموجة التعصب في أوروبا - العنصرية ومعاداة السامية وكراهية اﻷجانب والنزعة القومية - اعتمد رؤساء دول وحكومات الدول اﻷعضاء في مجلس أوروبا المجتمعون في فيينا في تشرين اﻷول/أكتوبر ١٩٩٣ إعلانا )انظر المرفق اﻷول( وخطة عمل لمكافحة هذه الظواهر.
