واقترح وفد سنغافورة صيغة الفقرة ١ من المادة ٣١ من المعاهدة النموذجية لتبادل المساعدة في المسائل الجنائية ، التي نصها كما يلي :

1. Model legislation on mutual assistance in criminal matters should reflect in statutory terms the general provisions of the model treaty on Mutual Assistance in Criminal Matters, together with the recommendations contained in annex I above.
١ - ينبغي للتشريعات النموذجية بشأن تبادل المساعدة في المسائل الجنائية أن تعكس، بمصطلحات قانونية، اﻷحكام العامة للمعاهدة النموذجية لتبادل المساعدة في المسائل الجنائية، إلى جانب التوصيات الواردة في المرفق اﻷول أعلاه.

6. Model legislation, alternative or complementary articles of the model treaty on Mutual Assistance in Criminal Matters and articles for possible model multilateral agreements.
٦- التشريعات النموذجية، المواد البديلة أو التكميلية للمعاهدة النموذجية لتبادل المساعدة في المسائل الجنائية ومواد اتفاقات نموذجية ممكنة متعددة اﻷطراف.

In cases when a specific provision of the model treaty created difficulties, that provision was refined.
وفي الحالات التي يؤدي فيها نصّ معين في المعاهدة النموذجية إلى صعوبات، يُصار إلى تنقيح ذلك النص.

One country could receive extradition requests in urgent cases via INTERPOL; the same country also applied the simplified proceedings in article 6 of the model treaty on Extradition.

23- ومن بين أوجه القصور التي سجلتها الولايات المتحدة على المعاهدة النموذجية ما يتعلق بكيفية إعادة الممتلكات الثقافية.

(ii) Making use of the model treaty for the prevention of crimes that infringe on the cultural heritage of peoples in the form of movable property;

Consideration should also be given to whether it might not be appropriate to expand article 4 of the model treaty in line with article 4 of the International Institute for the Unification of Private Law (Unidroit) Convention on Stolen or Illegally Exported Cultural Objects, by adding:

A revision of the model treaty is necessary because the model treaty was based entirely on the 1970 UNESCO Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property.

It was noted for example, that since the development of the model treaty, the United States has concluded many bilateral treaties on protection of cultural property without reference to the model treaty as a basis for negotiations and to its knowledge, none of the negotiating parties were guided by the model treaty.

Guideline 14. In bilateral cooperation, States may consider making use of the model treaty for the prevention of crimes that infringe on the cultural heritage of peoples in the form of movable property.
المبدأ التوجيهي 14 - في مجال التعاون الثنائي، يمكن للدول أن تنظر في الاستفادة من معاهدة الأمم المتحدة النموذجية لمنع جرائم انتهاك التراث الثقافي للشعوب الموروث في شكل ممتلكات منقولة().
