Another lesson worth learning from the South African experience is the concept of the National Peace Accord and the structures to which it gave birth: the National Peace Committee, the National Peace Secretariat and the Goldstone Commission. Even if many peace committees lost momentum at some stage, the high value of their contribution to the whole process cannot be overlooked.
١٤٠ - وهناك عبرة أخرى جديرة بأن نستغلها من تجربة جنوب افريقيا، هي مفهوم اتفاق السلم الوطني وما تمخض عنه من هياكل: لجنة السلم الوطنية، وأمانة السلم الوطنية، ولجنة غولدستون، وحتى إن فقدت عدة لجان للسلم زخمها في مرحلة من مراحلها، فلا يمكن صرف النظر عما لمساهمتها في العملية ككل من قيمة جُلى.

During his visit to South Africa, the Special Representative of the Secretary-General held consultations with the Government, with political parties, representatives of the transitional institutions, intergovernmental observer missions, the diplomatic community, leaders of the National Peace Accord structures and leading individuals.

(l) Commend the Secretary-General for the additional deployment of observers in South Africa to further the purposes of the National Peace Accord and express its appreciation for the activities carried out by the United Nations Observer Mission in South Africa;
)ل( أن تثني على اﻷمين العام لوزع المراقبين اﻹضافيين في جنوب افريقيا من أجل دعم مقاصد اتفاق السلم الوطني وأن تعرب عن تقديرها لﻷنشطة التي تضطلع بها بعثة مراقبي اﻷمم المتحدة في جنوب افريقيا؛

The continued violence in Natal and the recent events in Bophuthatswana demonstrate once again the fragility of the political situation in the country and the need to adopt more stringent measures to curb this violence. As requested by the General Assembly at its last session, all parties should refrain from acts of violence and recommit themselves to the process of peaceful transition by implementing the provisions of the National Peace Accord.
فاستمرار أعمال العنف في ناتال واﻷحداث اﻷخيرة التي وقعت في بوبوثاتسوانا تدلان مرة أخرى على هشاشة الوضع السياسي في البلد والحاجة الى اتخاذ تدابير أشد صرامة بغية لجم أعمال العنف هذه ووفقا لما طالبت به الجمعية العامة في دورتها اﻷخيرة، ينبغي لجميع اﻷطــــراف أن تمتنع عن أعمال العنف وإعادة إلزام نفسها بعملية الانتقال السلمي عن طريق تنفيذ أحكام اتفاق السلم الوطني.

The personnel of the United Nations Observer Mission to South Africa observe demonstrations, marches and other forms of mass action, as well as the conduct of political parties and the security forces, and determine whether the activities observed are consistent with the principles of the National Peace Accord and the guidelines for marches and political gatherings worked out by the Goldstone Commission in consultation with various parties.
١٧٠ - ويقوم أفراد بعثة مراقبي اﻷمم المتحدة في جنوب افريقيا بمراقبة المظاهرات والمواكب وغيرها من أشكال العمل الجماهيري، وسلوك اﻷحزاب السياسية وقوات اﻷمن، وبالبت في ما إذا كانت اﻷنشطة محل المراقبة تتمشى ومبادئ اتفاق السلم الوطني وما وضعته لجنة غولدستون، بالتشاور مع مختلف اﻷحزاب، من مبادئ توجيهية تتعلق بالمواكب والتجمعات السياسية.

UNOMSA has been observing " demonstrations, marches and other forms of mass action, noting the conduct of all parties, and endeavouring to obtain information indicating the degree to which the parties' actions are consistent with the principles of the National Peace Accord and the Goldstone Commission guidelines for marches and political gatherings " . 8/
