47- إن اختيار طرائق التعديل وتطبيق بارامترات الجرد المناسبة لحساب التعديلات ينبغي أن يؤدي إلى تقديرات متحفظة للانبعاثات، بمعنى عدم المغالاة في تقدير الانبعاثات لسنة الأساس وعدم تقدير الانبعاثات لسنة من سنوات فترة الالتزام بأقل من حقيقتها في الطرف المعني.

وفي قضية فامارا كون، طلبت لجنة اﻷمم المتحدة المعنية بحقوق اﻹنسان إلى الحكومة السنغالية موافاتها بموجب البروتوكول الاختياري، بإيضاح للاعتقال المتطاول قبل المحاكمة للطرف المعني.

If the enforcement branch receives a report from the expert review team indicating that there is no longer a question of implementation with respect to the eligibility of the Party concerned, it shall reinstate that Party's eligibility, unless the enforcement branch considers that there continues to be such a question of implementation, in which case the procedure referred to in paragraph 1 above shall apply.
وإذا تلقى فرع الإنفاذ تقريراً من فرقة خبراء الاستعراض يشير إلى أنه لم تعد هناك مسألة تنفيذ فيما يتعلق بأهلية الطرف المعني، استعاد فرع الإنفاذ للطرف المعني أهليته ما لم يعتبر فرع الإنفاذ أنه ما زالت هناك مسألة تنفيذ، وفي هذه الحالة ينطبق الإجراء المشار إليه في الفقرة 1 أعلاه.
