Our heads of State and Government have also recognized that the embargo has caused and continues to cause a high degree of economic and financial damage, which has had a negative impact on the welfare and well-being of the people of Cuba.

The embargo does not in any way promote peace and stability in the region but instead has serious negative impacts on the social, political and economic development of the people of Cuba.
