إن المادة 10 من الميثاق تخول الجمعية العامة بصورة واضحة مناقشة أية مسألة أو أمر يدخل في نطاق هذا الميثاق أو يتصل بسلطات فرع من الفروع المنصوص عليها فيه أو وظائفه عليه.

Any decision concerning the interpretation of the present Charter shall be made by the Ministerial Conference, acting as General Conference of the Agency, in accordance with the provisions of article 4.
يتخذ المؤتمر الوزاري، وهو يتصرف بوصفه المؤتمر العام للوكالة، أي قرار يتعلق بتفسير هذا الميثاق وذلك عملا بأحكام المادة ٤.

The Government of the State which is president of the Summit, or the State which hosted the founding Conference, or the State in whose territory the Headquarters of the Agency is located, shall notify all members and the Secretary-General of any revision of the present Charter.
تبلغ حكومة الدولة التي تترأس مؤتمر القمة، أو الدولة التي استضافت المؤتمر التأسيسي، أو الدولة التي يوجد على أراضيها مقر الوكالة، جميع اﻷعضاء وكذلك اﻷمين العام بأي تنقيح يُدخل على هذا الميثاق.

Lastly, the provisions of article VI have not been spared by Uganda, for, as a member of OAU, it made a commitment to " observe scrupulously the principles enumerated in Article III of the present Charter " .
وأخيرا، لم تراع أوغندا أحكام المادة ٦، ﻷنها، بوصفها عضوا في منظمة الوحدة الافريقية. تعهدت بأن " تحترم بدقة المبادئ الواردة في المادة ٣ من هذا الميثاق " .

As the only intergovernmental body with a broad mandate to discuss “any matters within the scope of the present Charter” (Art. X), the Assembly stands at the apex of the United Nations system and has a crucial role to play in providing leadership and broad policy guidance as the Organization and the United Nations system prepare to meet the changing needs of the world community in the next century.
وبوصفها الهيئـة الحكومية الدولية الوحيدة المنوطة بها ولايـة واسعة لمناقشـة " أية مسألـة أو أي أمر يدخل في نطـاق هذا الميثاق " )المادة العاشرة(، فإن الجمعيـة تتربع على قمـة منظومة اﻷمم المتحدة، ولها دور محوري تؤديه في قيادة المنظمة، بل ومنظومة اﻷمم المتحدة ككل، وتوجيهها في مجال السياسة العامـة، وهي تستعد لمواجهة الاحتياجات المتغيرة للمجتمع العالمي فـي القـرن القادم.
