1. Each Party shall have one vote, except as provided for in paragraph 2 of the present rule.
1 - يكون لكل طرف صوت واحد، باستثناء ما نُص عليه في الفقرة 2 من هذه المادة.

If a tie results among more than two candidates, the number shall be reduced to two by lot and the balloting, restricted to them, shall continue in accordance with the procedure set forth in paragraph 1 of the present rule.
وإذا استمر التعادل بين أكثر من اثنين من المرشحين، يخفض العدد بالقرعة إلى اثنين ثم يواصل الاقتراع الذي يقتصر عليهما، وفقاً للإجراء المحدد في الفقرة 1 من هذه المادة.

4. The request for clarification referred to in paragraph 1 of the present rule shall not preclude the inclusion of the communication in the list provided for in rule 79, paragraph 1, of these rules.
٤- لا يحول طلب الايضاح المشار إليه في الفقرة ١ من هذه المادة دون ادراج البلاغ في القائمة المنصوص عليها في الفقرة ١ من المادة ٩٧ من هذا النظام. المادة ١٨

3. The procedure described in paragraph 1 and 2 of the present rule shall also apply to the provisional rules referred to in article 51, paragraph 3.
٣ - ينطبق أيضا اﻹجراء المعروض في الفقرتين ١ و ٢ من هذه القاعدة على القواعـد المؤقتـة المشار إليها في الفقرة ٣ من المادة ١٥.

4. The request for clarification referred to in paragraph 1 of the present rule shall not preclude the inclusion of the communication in the list provided for in rule 85, paragraph 1, of these rules.
4- لا يحول طلب الإيضاح المشار إليه في الفقرة 1 من هذه المادة دون إدراج البلاغ في القائمة المنصوص عليها في الفقرة 1 من المادة 85 من هذا النظام.

2. Any request made in accordance with paragraph 1 of the present rule shall include a statement indicating that such a request does not imply that any decision has been reached on the question of admissibility of the communication.
2 - يتضمن أي طلب يُقدم وفقا للفقرة 1 من هذه المادة بيانا يوضح أن هذا الطلب لا يعني ضمنا التوصل إلى أي قرار بشأن مسألة مقبولية الطلب.

4. The request for clarification referred to in paragraph 1 of the present rule shall not preclude the inclusion of the communication in the list provided for in rule 79, paragraph 1, of these rules.
4- لا يحول طلب الإيضاح المشار إليه في الفقرة 1 من هذه المادة دون إدراج البلاغ في القائمة المنصوص عليها في الفقرة 1 من المادة 79 من هذا النظام.

4. The request for clarification referred to in paragraph 1 of the present rule shall not preclude the inclusion of the communication in the list provided for in rule 85, paragraph 1, below.
4- لا يحول طلب الإيضاح المشار إليه في الفقرة 1 من هذه المادة دون إدراج الرسالة في القائمة المنصوص عليها في الفقرة 1 من المادة 85 أدناه.

2. The conditions and guarantees concerning any hearings held in accordance with paragraph 1 of the present rule shall be established by the designated members of the Committee visiting the State party in connection with an inquiry, and the State party concerned.
2- يقوم أعضاء اللجنة المعينون الزائرون للدولة الطرف في إطار تحقيق، والدولة الطرف المعنية بوضع الشروط والضمانات بالنسبة لأي من جلسات الاستماع المعقودة بموجب الفقرة 1 من هذه المادة.

4. The request for clarification referred to in paragraph 1 of the present rule shall not preclude the inclusion of the communication in the list provided for in rule 79, paragraph 1, of these rules.

3. The persons referred to in paragraphs 1 and 2 of the present rule shall be entitled to the same facilities, privileges and immunities provided for in respect of the members of the Committee, under article 23 of the Convention.
3- للأشخاص المشار إليهم في الفقرتين 1 و2 من هذه المادة الحق في التمتع بنفس التسهيلات والامتيازات والحصانات المنصوص عليها فيما يتعلق بأعضاء اللجنة بموجب المادة 23 من الاتفاقية.

3. The procedure described in paragraphs 1 and 2 of the present rule shall also apply to the provisional rules referred to in article 51, paragraph 3.
3 - ينطبق أيضا الإجراء المعروض في الفقرتين 1 و 2 من هذه القاعدة على القواعد المؤقتة المشار إليها في الفقرة 3 من المادة 51.
