Such stereotypes constitute a significant impediment to the practical realization of the principle of equality of women and men.

14. There were also many areas in which the Committee had noted insufficient progress in eliminating discrimination against women and achieving practical realization of the principle of equality of women and men.

19. The Committee invites the Cook Islands to ensure that all national development plans, policies and programmes explicitly promote women's equality and empowerment and the practical realization of the principle of equality of women and men, using the normative framework of the Convention.
19 - وتدعو اللجنة جزر كوك إلى ضمان تعزيز جميع خطط وسياسات وبرامج التنمية الوطنية لمساواة المرأة وتمكينها، بشكل جلي، والإعمال الفعلي لمبدأ المساواة بين المرأة والرجل، باستخدام الإطار المعياري للاتفاقية.

20 - وتدعو اللجنة الدولة الطرف إلى أن تكفل أن تجيء كافة الخطط والسياسات والبرامج الإنمائية الوطنية تعزيزا بيَّنا لتمكين المرأة وإعمالا حقيقيا لمبدأ المساواة بين المرأة والرجل، معتمدة في ذلك على الإطار المعياري للاتفاقية.

It encourages the State party to enhance its awareness-raising efforts with respect to the nature of discrimination against women and the Convention's concept of substantive equality among Government officials, legislators, judges and lawyers and the general public in order to accelerate the practical realization of the principle of equality of women and men, in accordance with article 2 (a) of the Convention.
وتشجع الدولة الطرف على تعزيز جهودها الخاصة بإذكاء الوعي فيما يتعلق بطبيعة التمييز ضد المرأة ومفهوم الاتفاقية للمساواة الفعلية لدى المسؤولين الحكوميين والمشرعين والقضاة والمحامين ولدى الجمهور العام وذلك بغية تعجيل التحقيق العملي لمبدأ المساواة بين المرأة والرجل، بموجب المادة 2 (أ) من الاتفاقية.

While noting that the State party's definition of the principle of equality of women and men is directly in line with that of the Convention, and has been upheld by the Constitutional Court of Colombia, the Committee is concerned that, when applying temporary special measures, the State party's goal often is to achieve equity for women rather than to accelerate the achievement of de facto equality of women with men.
422- وفي حين تلاحظ اللجنة أن تعريف الدولة الطرف لمبدأ المساواة بين المرأة والرجل يتماشى مباشرة مع التعريف الوارد في الاتفاقية، وأن المحكمة الدستورية في كولومبيا أيّدت هذا التعريف، يساورها القلق لأن إنصاف المرأة، وليس التعجيل بتحقيق المساواة الفعلية بين المرأة الرجل، هو الهدف الذي تنشده الدولة في غالب الحالات من تطبيق تدابير خاصة مؤقتة.

When States parties put in place national action plans or strategies with time-bound targets and benchmarks for monitoring, as called for in the Platform for Action, they also contribute to the practical realization of the principle of equality of women and men in respect of the enjoyment of their human rights and fundamental freedoms, for which States parties are responsible in accordance with article 2 (a) of the Convention.
فعندما تضع الدول الأطراف خطط عمل أو استراتيجيات وطنية ذات أهداف يلتزم ببلوغها في مواعيد محددة وبرصدها في مواعيد تحدد سلفا على النحو المدعو إليه في منهاج العمل، فإنها تساهم بذلك أيضا في الإعمال الفعلي لمبدأ المساواة بين المرأة والرجل في التمتع بحقوق الإنسان والحريات الأساسية، الأمر الذي تقع مسؤوليته على عاتق الدول الأطراف وفقا للمادة 2 (أ) من الاتفاقية.
