By its terms, the Assembly would again express its appreciation to the Commission for its continuing contribution to the codification and progressive development of international law, take note of the Principles on the allocation of loss in the case of transboundary harm arising out of hazardous activities, which appear in the annex, and commend them to the attention of Governments.
وبموجبه تعرب الجمعية عن تقديرها للجنة القانون الدولي لما تقدمه من مساهمة متواصلة في تدوين القانون الدولي وتطويره التدريجي، وتحيط علما بالمبادئ المتعلقة بتوزيع الخسارة في حالة الضرر العابر للحدود الناجم عن أنشطة خطرة، التي قدمتها اللجنة، والتي ترد في المرفق، وتزكيها لنظر الحكومات.

In this regard, attention is drawn to paragraph 20 of the Principles on the Effective Prevention and Investigation of Extra-legal, Arbitrary and Summary Executions, under which the families and dependants of victims of extra-legal, arbitrary or summary executions shall be entitled to fair and adequate compensation within a reasonable period of time.
وفي هذا الصدد، يوجَّه الانتباه إلى الفقرة 20 من مبادئ المنع والتقصي الفعالين لعمليات الإعدام خارج نطاق القانون والإعدام التعسفي والإعدام دون محاكمة، التي تنص على حق أسر الضحايا ومن يعولهم هؤلاء الضحايا في الحصول خلال فترة معقولة على تعويض عادل وكافٍ.

Counsel refers to article 2 of the Principles on the Effective Prevention and Investigation of Extra-legal, Arbitrary and Summary Executions, which requires a clear chain of command over all officials authorized by law to use force and firearms.
ويشير المحامي إلى المادة ٢ من مبادئ المنع والتقصي الفعالين لعمليات اﻹعدام خارج نطاق القانون واﻹعدام التعسفي واﻹعدام دون محاكمة التي تقضي بفرض رقابة دقيقة، ذات تسلسل قيادي واضح، على جميع الموظفين المخول لهم قانونا استعمال القوة واﻷسلحة النارية.

The principles have been modelled on the relevant paragraphs of the Principles on the Effective Prevention and Investigation of Extra-legal, Arbitrary and Summary Executions (Economic and Social Council resolution 1989/65, annex).
وقد وضعت المبادئ على غرار الفقرات ذات الصلة من مبادئ المنع والتقصي الفعالين لعمليات اﻹعدام خارج نطاق القانون واﻹعدام التعسفي واﻹعدام بإجراءات موجزة )قرار المجلس الاقتصادي والاجتماعي ١٩٨٩/٦٥، المرفق(.

The Special Rapporteur holds the opinion that the establishment of an international fund for reparation payments should be considered so as to allow for fair and adequate compensation to the victims' families in accordance with paragraph 20 of the Principles on the Effective Prevention and Investigation of Extra-legal, Arbitrary and Summary Executions.
ومن رأي المقرر الخاص أنه ينبغي النظر في إنشاء صندوق دولي لدفع التعويضات لاتاحة دفع تعويض عادل ومناسب ﻷسر الضحايا وفقاً للفقرة ٠٢ من المبادئ المتعلقة بمنع عمليات اﻹعدام خارج نطاق القانون أو التعسفي أو بإجراءات موجزة والتحقيق فيها على نحو فعال.
