23. A mid-term evaluation of the programme for the Second Decade was completed in 1997.

(b) To revise the objectives and strategy of the programme for the Second Decade in the light of changed circumstances, if need be, in consultation with member States;

16. The Economic Commission for Africa has continued to concentrate its activities on providing technical assistance to member States in the field of policies, planning and institution-building with a view to accelerating the implementation of the programme for the Second Decade.

3. It also recognized that African Governments were responsible for the implementation of the programme for the Second Decade and were expected to provide, among other things, a favourable environment for foreign investment.

8. Requests the Secretary-General, in collaboration with all the relevant organizations, funds and programmes of the United Nations system, to take into account the implementation of the programme for the Second Decade when preparing for the mid-term review, in 1996, of the United Nations New Agenda for the Development of Africa in the 1990s;

At its forty-seventh session, the Assembly decided to adjust the period of the programme for the Second Decade to cover the years 1993-2002 (resolution 47/177).
وفي الدورة السابعة واﻷربعين، قررت الجمعية العامة تعديل مدة برنامج العقد الثاني بحيث يشمل السنوات من ١٩٩٣ إلى ٢٠٠٢ )القرار ٤٧/١٧٧(.

15. It is important to note that the resources made available by UNIDO in support of the programme for the Second Decade, as had been understood from the inception of the programme, is to be seen as seed money that should lead to the mobilization of additional resources, both bilateral and multilateral from within and outside countries to support the development of the industrial sector and particularly the private sector.
١٥ - ويجدر باﻹشارة أن الموارد التي أتاحتها منظمة اليونيدو لدعم برنامج العقد الثاني للتنمية بالصيغة التي فهم بها منذ إنشاء البرنامج تعتبر رأس مال ابتدائي من شأنه أن يفضي إلى تعبئة موارد إضافية سواء الثنائية منها أو المتعددة اﻷطراف من داخل وخارج البلدان لدعم تنمية القطاع الصناعي وخاصة القطاع الخاص.

27. Bearing in mind the findings of the mid-term evaluation of the programme for the Second Decade and based on extensive consultations with various stakeholders in Africa, particularly private-sector groups and the Bureau of the Conference of African Ministers of Industry (CAMI), consensus was built around the launch of a new initiative to revitalize the programme for the Decade.
٢٧ - بالنظر إلي نتائح التقييم في منتصف المدة لبرنامج العقد الثاني وبناء على مناقشات مستفيضة مع مختلف أصحاب المصلحة في أفريقيا، لا سيما مجموعات القطاع الخاص ومكتب مؤتمر وزراء الصناعة اﻷفارقة، ظهر توافق في اﻵراء حول البدء بمبادرة جديدة ﻹنعاش برنامج العقد الثاني.

31. At its fourteenth session, in June 1995, the Industrial Development Board of UNIDO adopted decision IDB.14/Dec.16 in which it reiterated various appeals made by the Conference of African Ministers of Industry concerning the implementation of the programme for the Second Decade.
٣١ - اعتمد مجلس التنمية الصناعية التابع لليونيدو، في دورته الرابعة عشرة المعقودة في حزيران/ يونيه ١٩٩٥، المقرر الذي كـرر فيـه مختلف الدعوات الصادرة عـن مؤتمر وزراء الصناعـة اﻷفريقييـن فيما يتعلق بتنفيذ برنامج العقد الثاني.

It requested the Director-General of UNIDO, inter alia, to assist in the preparation and implementation of a programme for entrepreneurial training and development and to provide in-depth evaluation of the implementation of the programme for the Second Decade and its activities, including the updating of national subregional and regional programmes during the biennium 1996-1997.

Within the framework of the programme for the Second Decade, UNIDO organized workshops in West Africa and in Central Africa on the impact of the devaluation on the manufacturing sector in the countries of the subregions.
١٠٢ - وقد نظمت اليونيدو، في إطار برنامج العقد الثاني حلقتي عمل في غرب أفريقيا وأفريقيا الوسطى بشأن أثر تخفيض قيمة فرنك الجماعة المالية اﻷفريقية على قطاع الصناعة التحويلية في بلدان المنطقتين دون اﻹقليميتين.

7. Since the inception of the programme for the Second Decade, UNIDO had allocated about $10 million every biennium for its implementation and had successfully applied the “seed money” concept.
٧ - وأضاف أن اليونيدو تخصص لبرنامج العقد الثاني منذ بدء تنفيذه ما يقرب من ١٠ ملايين دولار في كل ميزانية لفترة السنتين، كما أنها طبقت بنجاح صيغة رؤوس اﻷموال اﻷولية.

The Council called upon African Governments to give priority to the formulation of a programme for industrial restructuring and the effective implementation of the programme for the Second Decade and emphasized that in that context the contribution and support of UNIDO would continue to be crucial.
ودعا المجلس الحكومات اﻷفريقية إلى إيلاء أولوية لصياغة برنامج ﻹعادة تشكيل الهياكل الصناعية والتنفيذ الفعال لبرنامج العقد الثاني وأكدوا على أن ما تقدمه اليونيدو من مساعدة ودعم في هذا السياق سيبقى حاسما.
