In case jurisdiction and control over the space object were to be changed, an appropriate agreement had to be concluded among launching States in accordance with article II of the Registration Convention.

Through its support for the QB50 Precursor Flight mission and more generally for the entire project of which that mission is a part, Belgium attained the status of launching State as defined in article I (a) of the Registration Convention.

(a) Article IV, paragraph 1, of the Registration Convention requires States of registry to furnish information to the Secretary-General of the United Nations concerning each space object carried on its registry “as soon as practicable”.
)أ( تقتضي الفقرة ١ من المادة الرابعة من اتفاقية التسجيل من دول التسجيل أن تزود اﻷمين العام لﻷمم المتحدة بمعلومات عن كل جسم فضائي مقيد في سجلها " بأسرع ما يمكن عمليا " .

While the preliminary draft protocol addressed in detail the rights and interests of the financier in case of any default on the part of the debtor, it did not adequately address the issues relating to the obligations of the creditor and the State to which the financier belonged, particularly as regards the obligations of States under articles VI and VII of the Outer Space Treaty and article II, paragraph 1, of the Registration Convention.
ومع أن المشروع الأولي للبروتوكول يعالج بالتفصيل حقوق الممول ومصالحه في حال حدوث أي تقصير من جانب المدين، فهو لا يعالج بشكل واف المسائل المتصلة بالتزامات الدائن والدولة التي ينتمي اليها الممول، خصوصا فيما يتعلق بالتزامات الدول بمقتضى المادتين السادسة والسابعة من معاهدة الفضاء الخارجي والفقرة الفرعية 1 من المادة الثانية من اتفاقية التسجيل.
