23. The statement of the representative of China reads as follows:
23- وجاء بيان ممثل الصين على النحو التالي:

He noted the radical change in operating assumptions implicit in the remark of the representative of China in the discussion on agenda item 116, who had said that the establishment of an arbitrary budget ceiling could in no way be conducive to the full implementation of United Nations programmes and activities.
وأشار إلى التغيير الجذري في فروض التشغيل الوارد ضمنا في الملاحظة التي أدلى بها ممثل الصين في المناقشة بشأن البند ١١٦ من جدول اﻷعمال، والذي قال إن وضع سقف تحكمي للميزانية لا يمكن بحال من اﻷحوال أن يؤدي إلى التنفيذ الكامل لبرامج وأنشطة اﻷمم المتحدة.
