As regards administrative penalties Article 54 of the said Act applies.

Section 14 of the said Act relates to Sexual Offences against children and includes:

Section 4 of the said Act lays down the functions of the National Human Rights Commission, which are to:

Section 7 of the said Act empowers the Central Government to prohibit the use of funds of an unlawful association.
والمادة 7 من هذا القانون تعطي الحكومة المركزية صلاحية منع استخدام أموال الجمعيات غير المشروعة.

In case of non-compliance to the provisions of the Act however, employers are liable to be prosecuted under Section 39 of the said Act.
وفي حالة عدم الامتثال لأحكام هذا القانون، يكون أرباب العمل عرضة للمحاكمة بموجب أحكام الفرع 39 من القانون المذكور.

Section 74 of the said Act states:
وتنص المادة 74 من القانون المذكور على ما يلي:

As stipulated in article 4 of the said Act, education is provided free of charge in Kuwait.
والتعليم في الكويت مجاني وهذا ما نصت عليه المادة ٤ من القانون المذكور.

Lastly, it should be pointed out that article 7 of the said Act provides that a serious and credible threat to commit any terrorist offence is punishable as an attempt.
وأخيرا، ينبغي الإشارة إلى أن المادة 7 من القانون المذكور تنص على أن أي تهديد جاد ومقنع بارتكاب أي جريمة إرهابية يعاقب عليه على أنه محاولة.

Sections 4 (1)(a) and (c) of the said Act make provision for the exclusion of persons from refugee status if specific circumstances are present.
وتنص الفقرتين الفرعيتين 1 (أ) و (ج) من المادة 4 من القانون المذكور على حرمان الأشخاص من اللجوء في ظل ظروف معينة.

In addition to the foregoing, article 13 of the said Act establishes a system of custody of the confiscated goods, which are entrusted to the Office of the Public Prosecutor.
وفضلا عما تقدم تُرسي المادة 13 من القانون المذكور نظاما للحراسة على الممتلكات المصادرة التي يعهد بها بموجبه إلى مكتب المدعي العام.

All this is done in accordance with articles 183-187 of the said Act in cooperation with the customs police and other internal security forces.
وهي تقوم بكل ذلك وفق المواد 183-187 من القانون المذكور بالتعاون مع شرطة الجمارك وقوى الأمن الداخلي الأخرى.

Article 7 of the said Act calls for the establishment of foundling care centres to assume custody and cater for the health, educational and social welfare of foundlings until they are able to fend for themselves.
وجاء في المادة ٧ من القانون المذكور أنه تنشأ دور لرعاية اللقيط مهمتها كفالة اللقطاء ورعايتهم من النواحي الصحية والتربوية والاجتماعية، وذلك حتى يستطيعوا العيش معتمدين على أنفسهم.

Its purpose, as pointed out to the Committee in the previous report submitted by our country, is to prevent the financial system and other sectors of economic activity from being used for the perpetration of any of the offences described in article 19 of the said Act.
والغرض من إنشاء هذه الوحدة، كما أوضح للجنة في التقرير السابق الذي قدمه بلدنا، هو منع استخدام النظام المالي وقطاعات النشاط الاقتصادي الأخرى من أجل ارتكاب أي من الجرائم المنصوص عليها في المادة 19 من القانون المذكور.

Section 3 (1) of the said Act states as follows:-
وتنص المادة 3 (1) من القانون المذكور على ما يلي:

Instead of prescribing penalties similar to those to which adult offenders are liable, the law merely recommends the precautionary measures provided for in article 6 of the said Act which range from a reprimand to placement in a welfare institution or a specialized hospital.
ولم يشأ المشرع أن يقـرر له عقوبات تماثل تلك المقررة للمجرمين البالغين وانما قرر له تدابير احترازية نصت عليها المادة السادسة من القانون المذكور وتدرجت من التوبيخ حتى الإيداع في احدى مؤسسات الرعاية أو المستشفيات المتخصصة.

Article 15 (b) of the said Act states:
فالمادة 15 (ب) من القانون المذكور تنص على ما يلي:

Section 8 of the said Act empowers the Central Government to notify places used for the purpose of an unlawful association.
والمادة 8 من هذا القانون تجيز للحكومة المركزية أن تضع يدها على أي أماكن تستخدمها الجمعية غير المشروعة لقضاء أغراضها.

Section 4 of the said Act gives punishment for hijacking which shall be imprisonment for life and the person shall also be liable to fine.
والمادة 4 من هذا القانون تعاقب على اختطاف الطائرات بالسجن المؤبد مع تغريم الفاعل.

Section 67 of the said Act states:
وتنص المادة 67 من هذا القانون على ما يلي:

Section 50 of the said Act promotes the reintegration of offenders into the community by supervision, relevant therapy and programmes.
وتشجع المادة 50 من هذا القانون على إعادة إدماج المجرمين ضمن المجتمع المحلي من خلال المراقبة والعلاج المناسب والبرامج الخاصة بذلك.
