22. At the 18th meeting, on 30 October, the representative of Cuba introduced a draft resolution entitled " Measures for prevention of the smuggling of aliens by sea " (A/C.3/51/L.7), which read:
٢٢ - في الجلسة ١٨ المعقودة في ٣٠ تشرين اﻷول/أكتوبر قدم ممثل كوبا مشروع قرار بعنوان " تدابير لمكافحة تهريب اﻷجانب عن طريق البحر " (A/C.3/51/L.7)، ينص كما يلي:

" Recognizing also that socio-economic factors influence the problem of the smuggling of aliens and also contribute to the complexity of current international migration,
" وإذ تدرك أيضا أن العوامل الاجتماعية - الاقتصادية تؤثر على مشكلة تهريب اﻷجانب كما تسهم في تعقيد الهجرة الدولية الراهنة،

" 6. Calls upon Member States and relevant specialized agencies and international organizations to take into account socio-economic factors and to cooperate at the bilateral and multilateral levels in addressing all aspects of the problem of the smuggling of aliens;
" ٦ - تحــض الدول اﻷعضاء والوكالات المتخصصة والمنظمات الدولية ذات الصلة على أن تأخذ في الاعتبار العوامل الاجتماعية - الاقتصادية وأن تتعاون على الصعيدين الثنائي والمتعدد اﻷطراف في التصدي لمشكلة تهريب اﻷجانب من جميع جوانبها؛

23. At its 40th meeting, on 15 November, the Committee had before it a revised draft resolution submitted by the same sponsor entitled " Measures for prevention of the smuggling of aliens " (A/C.3/51/L.7/Rev.1).
٢٣ - وفي الجلسة ٤٠ المعقودة في ١٥ تشرين الثاني/نوفمبر، عرض على اللجنة نص منقح لمشروع قرار مقدم من مقدمي المشروع اﻷصلي بعنوان " تدابير لمكافحة تهريب اﻷجانب " (A/C.3/51/L.7/Rev.1).

7. Calls upon Member States and relevant specialized agencies and international organizations to take into account socio-economic factors and to cooperate at the bilateral and multilateral levels in addressing all aspects of the problem of the smuggling of aliens;
٧ - تطلب من الدول اﻷعضاء والوكالات المتخصصة والمنظمات الدولية ذات الصلة أن تأخذ في الاعتبار العوامل الاجتماعية - الاقتصادية وأن تتعاون على الصعيدين الثنائي والمتعدد اﻷطراف في التصدي لمشكلة تهريب اﻷجانب من جميع جوانبها؛

At its forty-eighth session, the General Assembly had adopted a resolution on prevention of the smuggling of aliens (resolution 48/102).
وقال ان الجمعية العامة قد اتخذت في دورتها الثامنة واﻷربعين بشأن منع تهريب اﻷجانب )القرار ٨٤/٢٠١(.

12. Requests the Commission on Crime Prevention and Criminal Justice to consider giving attention to the question of the smuggling of aliens at its sixth session, to be held in 1997, in order to encourage international cooperation to address this problem within the framework of its mandate;
٢١ - تطلب إلى لجنة منع الجريمة والعدالة الجنائية أن تولي في دورتها السادسة المقرر عقدها في عام ١٩٩٧ اهتماما خاصا لمسألة تهريب اﻷجانب من أجل تشجيع التعاون الدولي في التصدي لهذه المشكلة في إطار ولايتها؛

Mr. REYES RODRÍGUEZ (Cuba), introducing draft resolution A/C.3/51/L.7, entitled " Measures for prevention of the smuggling of aliens by sea " , said that the need for such measures was acute.

377. In its resolution 51/62 of 12 December 1996, entitled " Measures for prevention of the smuggling of aliens " , the General Assembly requested the Commission on Crime Prevention and Criminal Justice to consider giving attention to the question of the smuggling of aliens in order to encourage international cooperation to deal with the problem.
٣٧٧ - في القرار ٥١/٦٢ المؤرخ ١٢ كانون اﻷول/ ديسمبر ١٩٩٦، والمعنون " تدابير لمكافحة تهريب اﻷجانب " ، طلبت الجمعية العامة إلى لجنة منع الجريمة والعدالة الجنائية أن تنظر في إيلاء الاهتمام لمسألة تهريب اﻷجانب من أجل تشجيع التعاون الدولي في التصدي لهذه المشكلة.
