2. Each State party shall also take such measures as may be necessary to extend its jurisdiction over these offences in cases where the alleged offender is present in its territory and it does not extradite that person in accordance with article 8 of this Convention to any of the States referred to in paragraph 1 of this article.
٢ - تتخذ كل دولة طرف ما تراه لازما من تدابير لبسط ولايتها القضائية على هذه الجرائم في الحالات التي يكون فيها المنسوب إليه ارتكاب الجريمة موجودا في أراضيها ولا تسلمه، عملا بأحكام المادة ٨ من هذه الاتفاقية، إلى أي من الدول المشار إليها في الفقرة ١ من هذه المادة.

Against this background, we note the willingness of the States referred to in paragraph 1.4 to further develop their relations in the spirit of good-neighbourly relations, according to treaties and agreements already concluded, to continue or launch bilateral negotiations and to participate in round tables.

Each State Party shall take such measures as may be necessary to establish its jurisdiction over the crimes set out in article 11 in cases where the alleged offender is present in its territory and it does not extradite such person pursuant to article 16 to any of the States referred to in paragraph 1 above.

7. The Chairman recommended that the Committee accept the credentials of the representatives of all States mentioned in the memorandum of the secretariat of the Assembly, on the understanding that formal credentials for representatives of the States referred to in paragraph 6 above would be communicated to the secretariat of the Assembly, as soon as possible.
7 - وأوصى الرئيس اللجنة بأن تقبل وثائق تفويض ممثلي جميع الدول المشار إليها في مذكرة أمانة الجمعية العالمية، على أن يكون مفهوما أن وثائق التفويض الرسمية لممثلي الدول المشار إليها في الفقرة 6 أعلاه ستقدم إلى أمانة الجمعية العالمية في أسرع وقت ممكن.

The Chairman recommended that the Committee accept the credentials of the representatives of all States mentioned in the memorandum, on the understanding that formal credentials for representatives of the States referred to in paragraph 7 of the present report would be communicated to the secretariat of the Conference as soon as possible.
8 - وأوصى الرئيس اللجنة بقبول وثائق تفويض ممثلي جميع الدول الواردة أسماؤها في المذكرة، على أساس أن وثائق التفويض الرسمية لممثلي الدول المشار إليها في الفقرة 7 من هذا التقرير سترسل إلى أمانة المؤتمر في أقرب وقت ممكن.

8. The Chairman recommended that the Credentials Committee accept the credentials of the representatives of all States and of the European Community mentioned in the memorandum of the secretariat of the International Meeting, on the understanding that formal credentials for representatives of the States referred to in paragraph 6 above would be communicated to the secretariat of the International Meeting as soon as possible.
8 - وأوصى الرئيس بأن تقبل لجنة وثائق التفويض وثائق تفويض ممثلي جميع الدول والجماعة الأوروبية المذكورة في مذكرة أمانة الاجتماع الدولي، شريطة تزويد أمانة الاجتماع الدولي في أقرب وقت ممكن بوثائق تفويض رسمية لممثلي الدول المشار إليها في الفقرة 6 أعلاه.

8. The Chairman recommended that the Credentials Committee accept the credentials of the representatives of all States and of the European Community mentioned in the memorandum of the secretariat of the International Meeting, on the understanding that formal credentials for representatives of the States referred to in paragraph 6 above would be communicated to the secretariat of the International Meeting as soon as possible.
8 - واقترح الرئيس بأن تقبل لجنة وثائق التفويض وثائق تفويض ممثلي جميع الدول والجماعة الأوروبية المذكورة في مذكرة أمانة الاجتماع الدولي، شريطة تزويد أمانة الاجتماع الدولي في أقرب وقت ممكن بوثائق تفويض رسمية لممثلي الدول المشار إليها في الفقرة 6 أعلاه.

10. The Committee decided to accept the credentials of the representatives of all States listed in paragraphs 6 and 7 and the related statement, on the understanding that formal credentials for representatives of the States referred to in paragraph 7 of the present report would be communicated to the Secretary-General of the Conference as soon as possible.

9. The Committee decided to accept the credentials of the representatives of all States listed in paragraphs 1 and 2 of the above-mentioned memorandum and the statement relating thereto, and of the European Union, on the understanding that formal credentials for representatives of the States referred to in paragraph 7 of the present report would be communicated to the Secretary-General of the Conference as soon as possible.

Article 6 states that the Agreement shall enter into force 30 days after the date on which 40 States have established their consent to be bound, provided that this number includes at least seven of the States referred to in paragraph 1 (a) of resolution II of the Third United Nations Conference on the Law of the Sea6 and that at least five of those States are developed States.

This Agreement shall enter into force 30 days after the date on which 40 States have established their consent to be bound in accordance with articles 4 and 5, provided that such States include at least seven of the States referred to in paragraph l (a) of resolution II of the Third United Nations Conference on the Law of the Sea (hereinafter referred to as " resolution II " ) and that at least five of those States are developed States.
