32. However, conflict between the principle of the territorial integrity of States and that of the right of peoples to self-determination arose when attempts were made to apply the principle of self-determination to the protection of the rights of national minorities.
32 - غير أن التعارض بين مبدأ السلامة الإقليمية للدول وحق الشعوب في تقرير المصير ينشأ عندما تُبذَل محاولات لتطبيق مبدأ تقرير المصير على حماية حقوق الأقليات القومية.

There is no doubt that when international organizations have considered and taken decisions on the Nagorny Karabakh conflict, they have taken into account primarily the aforementioned norms of international law on the right of peoples to self-determination and the rights of individuals belonging to minorities and the correlation between these rights and the principle of the territorial integrity of States.
وما من شك في أن قيام المنظمات الدولية ببحث صراع ناغورني كاراباخ وطرحها حلولا له، إنما كان يراعي قبل أي شيء معايير القانون الدولي المشار إليها فيما يتعلق بحق الشعوب في تقرير المصير، وحقوق الأشخاص المنتمين إلى أقليات، وكذلك علاقة هذه الحقوق بمبدأ السلامة الإقليمية للدول.

25. Uruguay was a firm supporter of the principle of self-determination of the peoples, but that principle was not applicable to the case of the Malvinas, to which another guiding principle applied, that of the territorial integrity of States.

In the decisions adopted by international organizations in relation to the dispute between Armenia and Azerbaijan, account had been taken of the relevant norms of international law, in particular the rights of persons belonging to minorities and the principle of the territorial integrity of States.

The representative of Finland proposed alternative language for article 45 of the draft declaration based on article 8, paragraph 4, of the Declaration on the Rights of Persons Belonging to National or Ethnic, Religious and Linguistic Minorities (Minorities Declaration) as a further means of dealing with the issue of the territorial integrity of States.

The right to self-determination, if reduced to the right to secession and separate statehood, was likely to create problems, but if it were viewed more broadly as entailing various forms of self-administration it could offer new prospects of peaceful coexistence and contribute to stability and the preservation of the territorial integrity of States.
