Moreover, with regard to the position of non-signatory or acceding States wishing to apply a multilateral treaty provisionally, article 25 implied that it was up to the " negotiating States " , i.e. States " which took part in the drawing up and adoption of the text of the treaty " to decide to provisionally apply it or not.
