Trade Points are set up as part of the Trade Efficiency initiative launched by UNCTAD VIII, to foster greater participation in international trade, in particular of small and medium-sized enterprises, giving special attention to least developed countries and other countries less advanced in the area of trade efficiency.

In order to obtain an assessment of the Trade Efficiency of the customs sector of a particular country, the TEAM should view the performance of the customs administration in terms of: what the Government expects of it; the capability of its systems to perform its tasks efficiently; current levels of efficiency; and how efficiently it operates in relation to the other key sectors.
