The Board will in all likelihood also have before it for consideration draft transfer agreements with international organizations, subject to the concurrence of the General Assembly, and a report on the status of the transfer agreements between the Fund and the former Union of Soviet Socialist Republics, the Ukrainian SSR and the Byelorussian SSR.

The Board therefore adopted the principle that former participants who had availed themselves of the transfer agreements should not be placed in a worse position with respect to restoration than other re-entrants, even though they had opted to transfer their entitlements rather than taking a benefit from the Fund when their prior period of service ended.

Since the General Assembly had concurred in the conclusion of the transfer agreements in question, in accordance with article 13 of the Fund's Regulations, the Board has felt it important to report to the Assembly continuously and extensively on the problems which have arisen as regards their implementation, as seen by those most directly affected.

The Advisory Committee notes from paragraphs 228 to 246 of the Board's report the progress made on activities related to resolving problems concerning the implementation of the transfer agreements between the Fund and the former Union of Soviet Socialist Republics, Ukrainian Soviet Socialist Republic and Byelorussian Soviet Socialist Republic.
٢٧ - تلاحظ اللجنة الاستشارية من الفقرات ٢٢٨ إلى ٢٤٦ من تقرير المجلس التقدم المحرز بشأن اﻷنشطة المتصلة بحل المشاكل المتعلقة بتنفيذ اتفاقات النقل بين الصندوق واتحاد الجمهوريات الاشتراكية السوفياتية السابق، وجمهورية أوكرانيا الاشتراكية السوفياتية السابقة، وجمهورية بيلاروس الاشتراكية السوفياتية السابقة.

2. Notes that the implementation of the proposed Agreement would represent an important first step in resolving the problems that have arisen with respect to the application of the transfer agreements with the former Union of Soviet Socialist Republics, Ukrainian Soviet Socialist Republic and Byelorussian Soviet Socialist Republic, and looks forward to completion of the further steps envisaged in the proposed Agreement;
٢ - تلاحظ أن تنفيذ الاتفاق المقترح سيشكل خطوة أولى هامة في حل المشاكل التي نشأت بشأن تطبيق اتفاقات النقل مع اتحاد الجمهوريات الاشتراكية السوفياتية سابقا، وجمهورية أوكرانيا الاشتراكية السوفياتية سابقا وجمهورية بيلوروسيا الاشتراكية السوفياتية سابقا، وتتطلع الى استكمال الخطوات اﻷخرى المتوخاة في الاتفاق المقترح؛

3. Takes note further of the observations of the Board in section III.C of its report 3/ on matters related to the operation and application of the transfer agreements that had been concluded, effective 1 January 1981, between the United Nations Joint Staff Pension Fund and the former Union of Soviet Socialist Republics, the Ukrainian Soviet Socialist Republic and the Byelorussian Soviet Socialist Republic.
