The Special Rapporteur endorses this view but considers it appropriate to expand the scope of the transit State's obligations to include all the rules of international human rights law to which it is subject, not merely those contained in instruments to which it is a party.

In its declaration Pakistan stated that " the Convention, while dealing with transit through the territory of the transit State, fully safeguards the sovereignty of the transit State.
وقالت باكستان في إعلانها " إن الاتفاقية حين تتناول المرور العابر عبر إقليم دولة المرور العابر، تصون على الوجه اﻷكمل سيادة دولة المرور العابر.

If, owing to some irregularity in the transit transport, this is not the case and the goods are either illegally introduced into the market of the transit State or disappear during the transit operation, the transit State will want to have the right to be compensated for the duties and taxes not collected.
ولو حدث بسبب بعض الشذوذ في النقل العابر إن لم يكن الأمر على هذا النحو ودخلت السلع إلى أسواق دولة العبور بطريقة غير قانونية، أو أنها اختفت أثناء عملية العبور، فإن دولة العبور تريد أن يكون لها الحق في التعويض عن الرسوم والضرائب التي لم يتم تحصيلها.

" Transit by land " means the expellee's entry and stay in and departure from the territory of the transit State.
وُيقصد بعبارة " العبور برا " دخول المطرود إلى إقليم دولة العبور ومكوثه فيه وخروجه منه.

(d) No authorization is required if the person is transported by air and no landing is scheduled on the territory of the transit State;
(د) لا يلزم الحصول على إذن في حالة نقل الشخص جوا ولم يكن من المقرر الهبوط في إقليم دولة العبور.
