That failure can be ascribed to the following reasons:

The position adopted by Kuwait is reflected in the extensive political and media campaign it is inciting around this matter in violation of the tripartite committee's decision to adhere to the principle of confidentiality in accordance with ICRC operational norms and practices.

9. One perplexing aspect of the position maintained by Kuwait and the coalition partners that are members of the tripartite committee is the demand that Iraq should provide substantive replies on the dossiers within a limited period of time.
