1. The purposes of the Union State shall be:
١ - تتمثل أهداف الدولة الاتحادية فيما يلي:

– To ensure the security of the Union State and to combat crime;
ضمان اﻷمن في الدولة الاتحادية ومكافحة الجريمة فيها؛

The Russian language shall be used as the working language of the organs of the Union State.
وتستخدم اللغة الروسية بمثابة لغة العمل في هيئات الدولة الاتحادية.

The location of the organs of the Union State shall be determined by the Supreme State Council.
يحدد مجلس الدولة اﻷعلى مقر هيئات الدولة الاتحادية.

The official languages of the Union State shall be the State languages of the participating States, without prejudice to the constitutional status of their State languages.
تعتبر اللغات الرسمية للدولتين المتعاهدتين لغات رسمية للدولة الاتحادية دون المساس بالمركز الدستوري للغات الدولتين.

8. Citizens of the Union State shall have the right to establish public associations of the Union.
٨ - يتمتع مواطنو الدولة الاتحادية بالحق في تشكيل الاتحادات اﻷهلية على مستوى الدولة الاتحادية.

– Establishment of the system of organs of the Union State, the procedure for their organization and activity and the formation of organs of the Union State.
وضع نظام لهيئات الدولة الاتحادية ونظام تسييرها وعملها وتشكيل هذه الهيئات.

The procedure for management of the above and other common elements of infrastructure shall be regulated on the basis of acts of the Union State.
تقام الرقابة على العناصر المشار إليها وغيرها من عناصر الهياكل اﻷساسية على أساس مراسيم الدولة الاتحادية.

Establish within the limits of its competence the organs of the Union State, including sectoral and functional management organs;
تشكيل هيئات الدولة الاتحادية في حدود اختصاصاته بما في ذلك الهيئات اﻹدارية القطاعية والوظيفية؛

Approve the budget of the Union State adopted by the Parliament of the Union State and the annual reports on its execution;
المصادقة على ميزانية الدولة الاتحادية التي يعتمدها برلمان الدولة الاتحادية وعلى التقارير السنوية لتنفيذها؛

Approve international agreements of the Union State ratified by Parliament;
المصادقة على الاتفاقيات الدولية التي تعقدها الدولة الاتحادية ويجيزها البرلمان؛

Within the limits of his powers, give instructions to the Council of Ministers of the Union State;
إصدار التكليفات إلى مجلس وزراء الدولة الاتحادية في حدود الصلاحيات المخولة له.

The Parliament of the Union State shall be the representative and legislative organ of the Union State.
يعتبر برلمان الدولة الاتحادية الهيئة التمثيلية التشريعية للدولة الاتحادية.

Adopt laws and framework legislation of the Union State on matters assigned by the present Treaty to the competence of the Union State;
يسن القوانين واﻷسس التشريعية للدولة الاتحادية في مسائل اختصاص الدولة الاتحادية بموجب هذه المعاهدة؛

Conclude agreements on cooperation with the parliaments of States not forming part of the Union State and with parliamentary organizations;
يعقد الاتفاقات عن التعاون مع برلمانات الدول خارج الدولة الاتحادية ومع المنظمات البرلمانية؛

Appoint, on the proposal of the Supreme State Council, judges of the Court of the Union State;
يعين قضاة محكمة الدولة الاتحادية وذلك بناء على ترشيح مجلس الدولة اﻷعلى؛

Appoint, on the proposal of the Council of Ministers, members of the Board of Audit of the Union State;
يعين أعضاء غرفة مراجعة حسابات الدولة الاتحادية بناء على ترشيح مجلس الدولة اﻷعلى؛

Formulate the basic directions of common policy on issues of the development of the Union State and submit them to the Supreme State Council for consideration;
يحدد الاتجاهات اﻷساسية للسياسة العامة فيما يتعلق بتطوير الدولة الاتحادية ويرفعها إلى مجلس الدولة اﻷعلى للنظر فيها؛

1. The following shall be within the exclusive jurisdiction of the Union State:
يدخل في الاختصاص الحصري للدولة الاتحادية ما يلي:

– Drafting, approval and execution of the budget of the Union State;
إعداد الميزانية للدولة الاتحادية وإقرارها وتنفيذها؛

The joint jurisdiction of the Union State and the participating States shall cover:
يتضمن الاختصاص المشترك للدولة الاتحادية والدول اﻷطراف ما يلي:

The parties acknowledge the territorial integrity of the Union State, created as indicated above, within the borders of the former Georgian Soviet Socialist Republic on 21 December 1991.
ويعترف الطرفان بوحدة أراضي دولة الاتحاد المنشأة على النحو المبين أعلاه، داخل حدود جمهورية جورجيا الاشتراكية السوفياتية السابقة في ٢١ كانون اﻷول/ديسمبر ١٩٩١.
