1 - عندما يتعين ملء منصب انتخابي، أو أكثر، في وقت واحد وبنفس الشروط، ينتخب، بعدد لا يتجاوز عدد تلك المناصب، المرشحون الحاصلون في الاقتراع الأول على أغلبية الأصوات المدلى بها وعلى أكبر عدد من الأصوات.
