In order to secure the timely implementation of the Yokohama Strategy and Plan of Action, the Secretary-General was also invited to make proposals " on all possible ways and means to ensure the functional security and continuity of disaster prevention, mitigation and preparedness " .

16. Based on the original concept of the Decade as developed by the International Ad Hoc Group of Experts on the Decade as reflected in the annex to the Decade's founding resolution 44/236 and as reaffirmed and complemented by the recommendations of the Yokohama Strategy and Plan of Action, the following core activities are discharged by the secretariat of the Decade:
١٦ - استنادا الى المفهوم اﻷصلي للعقد، وفق ما وضعه فريق الخبراء الدولي المخصص المعني بالعقد، بالصيغة المبينة في مرفق القرار ٤٤/٢٣٦ المنشئ للعقد، وحسبما أكدته وأكملته توصيات استراتيجية يوكوهاما وخطة عملها، فإن أمانة العقد تؤدي اﻷنشطة الرئيسية التالية:

(a) Promotion of the Yokohama Strategy and Plan of Action for the second half of the IDNDR as endorsed by resolution 49/22; and resource mobilization for activities related to the Decade (IDNDR activities are funded from extrabudgetary resources);

23. Background: The Conference will have before it the draft review of the Yokohama Strategy and Plan of Action for a Safer World (A/CONF.206/L.1), which has been discussed in the Drafting Committee that was established by the Preparatory Committee at its second session.
