Article 136 states that " none of the provisions of this Charter shall be construed as impairing the rights and obligations of the member States under the Charter of the United Nations " .
وتنص المادة ١٣٦ على أنه " ليس في أحكام هذا الميثاق ما يفسر على انه يخل بحقوق الدول اﻷعضاء والتزاماتها بموجب ميثاق اﻷمم المتحدة " .

The basic text of this Charter recognizes the right of the peoples of the Americas to democracy and extends the possibility of applying sanctions to cases in which, without a democratic Government being overthrown, there is evidence of severe impairment of the democratic system.
