١ - تؤكد من جديد حق البلدان غير الساحلية في الوصول الى البحر ومنه وحقها في حرية المرور العابر خلال أقاليم دول المرور العابر بجميع وسائل النقل، وفقا للقانون الدولي؛

It was stated that international cooperation should be increased in order to pay greater attention to the specific needs of transit States.
وذُكر أنه ينبغي أن يزداد التعاون الدولي لإيلاء اهتمام أكبر للحاجات المحددة لدول العبور.

Considering that a large number of transit States are developing countries or countries with economies in transition, which need international assistance to support their efforts to prevent and suppress illicit drug trafficking and reduce illicit drug demand,
وإذ يضع في اعتباره أن عددا كبيرا من دول العبور بلدان نامية أو بلدان تمر اقتصاداتها بمرحلة انتقالية تحتاج إلى مساعدة دولية لدعم جهودها الرامية إلى منع وقمع الاتجار بالمخدرات غير المشروعة وخفض الطلب على المخدرات غير المشروعة،

(b) Recommendation 4. It was stated that in implementing recommendation 4 due attention should be given to the concerns of transit States.
)ب( التوصية ٤ - ذُكر أنه ينبغي لدى تنفيذ التوصية ٤ إيلاء الاهتمام الواجب لشواغل دول العبور.

" (f) An increase in the number of transit States reporting successful drug control actions in terms of regional cooperation, interdiction, arrests and seizures;
" (و) ارتفاع في عدد دول العبور التي تبلغ عن الحملات الناجحة لمكافحة المخدرات من حيث التعاون الإقليمي وعمليات الاعتراض والاعتقال والمصادرة؛

The Secretariat indicated that activities related to demand reduction and to the problems of transit States were included under subprogramme 3, Prevention and reduction of drug abuse, elimination of illicit crops and suppression of illicit drug trafficking.
وبينت اﻷمانة العامة أن اﻷنشطة المتصلة بتخفيض الطلب وبمشاكل دول العبور واردة تحت البرنامج الفرعي ٣، منع وتقليل إساءة استعمال المخدرات، والقضاء على المحاصيل غير المشروعة، وقمع الاتجار في العقاقير غير المشروعة.

A suggestion to replace the words " transit State " by " States Parties " was objected to on the grounds that it would wrongly equate the obligations of transit States with those of the host State in article 4.
واقترح الاستعاضة عن عبارة " دولة المرور العابر " بعبارة " الدول اﻷطراف " . وأثير اعتراض على هذا الاقتراح على أساس أنه يساوي خطأ بين التزامات دول المرور العابر والتزامات الدولة المضيفة في المادة ٤.

٣ - تعيـد تأكيد حـق البلدان غير الساحلية، بما فيها البلدان النامية غير الساحلية، في الوصول إلى البحر ومنه، وحقها في حرية المرور عبر أقاليم دول المرور العابر بجميـع وسائـل النقـل، وفقا للقانون الدولي؛

٦ - يؤكد قرار الجمعية العامة ٤٦/٢١٢ مجددا حق البلدان غير الساحلية في الوصول الى البحر ومنه وحقها في حرية المرور العابر خلال أقاليم دول المرور العابر بجميع وسائل النقل وفقا للقانون الدولي.
