The Consultative Committee on Administrative Questions was of the view that the issue of standards of travel and per diem should be taken up at a later stage since it was essentially only one part of the complex mosaic of travel arrangements in the organizations of the United Nations common system, and that the standards of travel were but one element of travel management and, in particular, the management of travel costs.

9. Paragraph 3 (c) extends this one-dimensional focus to the specifics of travel and per diem, presupposing both funding, and its extension to all elements of travel costs, rather than on the cost-sharing basis proposed by the United States.
٩ - وتمد الفقرة ٣ )ج( هذا التركيز اﻷحادي البُعد إلى خصائص السفر وبدل اﻹعاشة، مفترضة سلفاً تمويل الاثنين بما يشمل كل عناصر تكاليف السفر، بدلاً من التركيز على تقاسم التكاليف كما اقترحت الولايات المتحدة.
