43- تنص المادة 12 من بروتوكول الاتجار بالأشخاص على وجوب اتخاذ تدابير لضمان نوعية وثائق السفر أو الهوية وسلامتها وأمنها.

Such measures include information exchange and training of relevant officials, strengthening border controls, and the security of travel or identity documents.
ومن بين تلك التدابير تبادلُ المعلومات وتدريب الموظفين المعنيين وتعزيز وسائل مراقبة الحدود وصحة وثائق السفر أو الهوية.

52. Article 12 of the Trafficking in Persons Protocol requires the adoption of measures to ensure the quality, integrity and security of travel or identity documents.
52- تقضي المادة 12 من بروتوكول الاتجار بالأشخاص اتخاذ تدابير لضمان جودة وثائق السفر أو الهوية وسلامتها وأمنها.

2. Each State Party shall adopt such measures as may be necessary to ensure the integrity and to control the lawful creation, issuance, verification, use and acceptance of travel or identity documents issued by or on behalf of the State Party.
٢ - على كل دولة طرف أن تعتمد ما يلزم من تدابير لضمان سلامة وثائق السفر أو الهوية التي تصدرها أو تصدر نيابة عنها ، وأن تراقب اعدادها واصدارها المشروعين والتحقق من صحتها وكيفية استعمالها وقبولها .

At the request of another State Party, a State Party shall, in accordance with its domestic law, verify within a reasonable time the legitimacy and validity of travel or identity documents issued or purported to have been issued in its name and suspected of being used for trafficking in persons.
يتعين على الدولة الطرف، بناء على طلب دولة طرف أخرى، أن تتحقق، وفقا لقانونها الداخلي، وفي غضون فترة زمنية معقولة، من شرعية وصلاحية وثائق السفر أو الهوية التي أُصدرت أو يُزعم أنها أصدرت باسمها ويُشتبه بأنها تُستعمل في الاتجار بالأشخاص.

At the request of another State Party, a State Party shall, in accordance with its domestic law, verify within a reasonable time the legitimacy and validity of travel or identity documents issued or purported to have been issued in its name and suspected of being used for purposes of conduct set forth in article 6 of this Protocol.
يتعيّن على الدولة الطرف، بناء على طلب دولة طرف أخرى، أن تتحقق، وفقا لقانونها الداخلي، وفي غضون فترة زمنية معقولة، من شرعية وصلاحية وثائق السفر أو الهوية التي أُصدرت أو يُزعم أنها أُصدرت باسمها ويُشتبه بأنها تستعمل لأغراض القيام بسلوك مبيّن في المادة 6 من هذا البروتوكول.

Japan reported that to ensure the security and control of travel or identity documents, the Passport Law had been amended in 2005 to prevent the production of a forged passport and the illegal use of a passport by incorporating an IC chip into passports.
وأبلغت اليابان بأنه من أجل ضمان أمن وثائق السفر أو الهوية ومراقبتها، عُدل قانون جوازات سفر في عام 2005 لمنع إنتاج جوازات السفر المزورة والاستخدام غير المشروع لجوازات السفر، وذلك عن طريق إدراج رقاقة إلكترونية في جوازات سفر.

B. Tools to assist States parties seeking to strengthen the integrity and security of travel and identity documents and promote cooperation among States parties with the goal of stemming the misuse of travel or identity documents
باء- الأدوات المساعدة للدول الأطراف في مساعيها من أجل تعزيز سلامة وأمن وثائق السفر والهوية وتشجيع التعاون بين الدول الأطراف بغية وضع حد لإساءة استعمال وثائق السفر أو الهوية

Also in that resolution, the Conference reinforced the importance of States parties, pursuant to articles 12 and 13 of the Smuggling of Migrants Protocol, ensuring the integrity and security of travel or identity documents and verifying, within a reasonable time, the legitimacy and validity of such documents suspected of being used to smuggle migrants.
وأكَّد المؤتمر، في ذلك القرار أيضاً، أهمية قيام الدول الأطراف، طبقا للمادتين 12 و13 من بروتوكول تهريب المهاجرين، بضمان سلامة وأمن وثائق السفر أو الهوية والتحقُّق، في غضون فترة زمنية معقولة، من شرعية وصلاحية الوثائق التي يشتبه في استخدامها لأغراض تهريب المهاجرين.

The Conference of the Parties further reinforced the importance of States parties, pursuant to articles 12 and 13 of the Smuggling of Migrants Protocol, ensuring the integrity and security of travel or identity documents and verifying, within a reasonable time, the legitimacy and validity of such documents suspected of being used to smuggle migrants.
وأكّد مؤتمر الأطراف أيضا أهمية قيام الدول الأطراف، طبقاً للمادتين 12 و13 من بروتوكول تهريب المهاجرين، بضمان سلامة وأمن وثائق السفر أو الهوية والتحقق، في غضون فترة زمنية معقولة، من شرعية وصلاحية الوثائق التي يشتبه في استخدامها لأغراض تهريب المهاجرين.

(b) To ensure the integrity and security of travel or identity documents issued by or on behalf of the State Party and to prevent their unlawful creation, issuance and use.
(ب) سلامة وأمن وثائق السفر أو الهوية التي تصدرها الدولة الطرف أو التي تصدر نيابة عنها، ومنع اعدادها واصدارها واستعمالها بصورة غير مشروعة.

Each State Party shall, upon request by another State Party and subject to the domestic laws of the requested Party, verify without undue or unreasonable delay the legitimacy and validity of travel or identity documents issued in the name of the requested State Party and suspected of being used in the smuggling of migrants.
على كل دولة طرف ، بناء على طلب دولة طرف أخرى ورهنا بالقوانين الداخلية للطرف متلقي الطلب ، أن تتحقق ، دون ابطاء لا مسوغ له أو غير معقول ، من شرعية وصلاحية وثائق السفر أو الهوية الصادرة باسم الدولة الطرف متلقية الطلب والمشتبه بأنها تستعمل في تهريب المهاجرين .
