3. In recent years, the Board of Trustees of UNITAR has given increasing attention to enhancing the Institutes's inter-agency cooperative links.

This follows the decision of the Board of Trustees of UNITAR at its forty-third session in which it maintained its request to have such costs, currently covered by the General Fund, borne by the regular budget of the United Nations (A/60/360, para. 17).

4. As it has done since the start of the restructuring process, the Board of Trustees of UNITAR continues to hold two annual sessions, to formulate and monitor policies consistent with the decisions of the General Assembly.

60. The present report was prepared upon the request of the Board of Trustees of UNITAR for two main reasons. First, it was deemed necessary to take broad stock of the situation and the results obtained during the restructuring phase.
