16. The view of the New Zealand Government is that the case for holding personally responsible those who violate obligations regarding the safety of United Nations forces and personnel is compelling.
١٦ - ترى حكومة نيوزيلندا أن مبررات تحميل المسؤولية بصفة شخصية لمن ينتهكون الالتزامات المتعلقة بسلامة قوات اﻷمم المتحدة وموظفيها مبررات لا سبيل الى دحضها.

19. The view of the New Zealand Government is that action is required at several levels within the United Nations system to enhance the safety and security of United Nations forces and personnel:
٩١ - إن الرأي الذي تراه حكومة نيوزيلندا هو أنه يلزم اتخاذ إجراءات على عدة مستويات داخل منظومة اﻷمم المتحدة لتعزيز سلامة وأمن قوات اﻷمم المتحدة وموظفيها:

- Every new mandate approved by the Security Council should contain provisions which draw specific attention to the statement of United Nations expectations regarding the safety and security of United Nations forces and personnel.
- ينبغي أن تتضمن كل ولاية جديدة يوافق عليها مجلس اﻷمن أحكاما توجه الانتباه بصفة محددة الى بيان توقعات اﻷمم المتحدة فيما يتعلق بسلامة وأمن قوات اﻷمم المتحدة وموظفيها.

This could include provisions to deal with jurisdiction over persons who violate norms of international law governing the protection of United Nations forces and personnel in circumstances where no State can assume responsibility for detention, trial and punishment of such violations.
