In pursuance of General Assembly resolution 57/251 and Governing Council decision 22/17, part I, the Executive Director sent a letter on 16 June 2003 to all Governments inviting them to submit by 31 October 2003 their views on the question of universal membership of the Governing Council/Global Ministerial Environment Forum.
9 - إعمالاً لقرار الجمعية العامة 57/251 ومقرر مجلس الإدارة 22/17، الجزء الأول، بعث المدير التنفيذي برسالة مؤرخة 16 حزيران/يونيه 2003 إلى جميع الحكومات يدعوها فيها لأن تقدم، آراءها في موعد أقصاه 31 تشرين الأول/أكتوبر 2003 حول مسألة العضوية العالمية لمجلس الإدارة/المنتدى البيئي الوزاري العالمي.

Noting the continuing consideration of the important but complex issue of universal membership of the Governing Council/Global Ministerial Environment Forum,
وإذ يحيط علماً بمواصلة النظر في القضية المهمة وإن تكن معقدة، المتمثلة في العضوية العالمية لمجلس الإدارة/المنتدى البيئي الوزاري العالمي،

Pursuant to General Assembly resolution 57/251 and Governing Council decision 22/17 I, the Executive Director sent a letter on 16 June 2003 to all Governments, inviting them to submit by 31 October 2003 their views on the question of universal membership of the Governing Council/Global Ministerial Environment Forum.

In the ensuing discussion, many representatives saw great opportunity for UNEP in the recent decision-making processes that had resulted in the establishment of universal membership of the Governing Council and the strengthening of the role of UNEP as the leading global environmental authority that sets the global environmental agenda.

It further decided to undertake the further review and consideration of the issue of universal membership of the Governing Council/Global Ministerial Environment Forum at its ninth special session in 2006, during the ministerial consultations, with a view to providing inputs as a contribution to the report of the Secretary-General to the General Assembly at its sixty-first session.
41 - وقرر كذلك إجراء المزيد من الاستعراض والبحث لقضية العضوية العالمية لمجلس الإدارة/المنتدى البيئي الوزاري العالمي في دورته الاستثنائية التاسعة في عام 2006 أثناء المشاورات الوزارية بغية توفير المدخلات كإسهام في تقرير الأمين العام إلى الجمعية العامة في دورتها الحادية والستين.

11. Decides to undertake the further review and consideration of the issue of universal membership of the Governing Council/Global Ministerial Environment Forum at its ninth special session in 2006, during the ministerial consultations, with a view to providing inputs as a contribution to the report of the Secretary-General to the General Assembly at its sixty-first session;
11 - يقرر مواصلة استعراض قضية العضوية العالمية لمجلس الإدارة/المنتدى البيئي الوزاري العالمي والنظر فيها في دورته الاستثنائية التاسعة في عام 2006، أثناء المشاورات الوزارية بهدف توفير مدخلات كمساهمة في تقرير الأمين العام إلى الجمعية العامة في دورتها الحادية والستين؛ رابعاً

12. Decides to consider, if necessary, the issue of universal membership of the Governing Council/Global Ministerial Environment Forum of the United Nations Environment Programme at its sixty-fourth session, while noting the differences in views expressed so far on this important but complex issue;
12 - تقرر أن تنظر، عند الضرورة، في مسألة العضوية العالمية لمجلس الإدارة/ المنتدى البيئي الوزاري العالمي لبرنامج الأمم المتحدة للبيئة، وذلك في دورتها الرابعة والستين، في الوقت الذي تلاحظ فيه التباينات في وجهات النظر المعرب عنها حتى الآن إزاء تلك المسألة المهمة رغم تعقدها؛

International environmental governance By its decision 24/1, the Council/Forum took note of General Assembly resolution 61/205 of 20 December 2006 on the issue of universal membership of the Governing Council/Global Ministerial Environment Forum while noting the differences in views expressed so far on that important but complex issue.
30 - في المقرر 24/1 أحاط المجلس/المنتدى علماً بقرار الجمعية العامة 61/205 المؤرخ 20 كانون الأول/ديسمبر 2006 بشأن العضوية العالمية لمجلس الإدارة/المنتدى البيئي الوزاري العالمي مع ملاحظة الاختلافات في وجهات النظر المعرب عنها حتى الآن بشأن هذه المسالة الهامة والمعقدة.

20. The General Assembly may wish to take note of the present report and decide on a further process to consider the question of universal membership of the Governing Council/Global Ministerial Environment Forum in the light of its consideration of the institutional framework for the environmental activities of the United Nations in follow-up to paragraph 169 of the 2005 World Summit Outcome.
20 -قد تود الجمعية العامة الإحاطة علما بهذا التقرير والبت في الاضطلاع بعملية إضافية للنظر في مسألة العضوية العالمية لمجلس الإدارة/ المنتدى البيئي الوزاري العالمي في ضوء نظرها في الإطار المؤسسي للأنشطة البيئية التي تضطلع بها الأمم المتحدة في سياق متابعة تنفيذ الفقرة 169 من الوثيقة الختامية لمؤتمر القمة العالمي لعام 2005.

The General Assembly, by its resolution 61/205 of 20 December 2006, decided to consider, if necessary, the issue of universal membership of the Governing Council/Global Ministerial Environment Forum of UNEP at its sixty-fourth session, while noting the differences in views expressed on that important but complex issue.
5 - قررت الجمعية العامة، بقرارها 61/205 المؤرخ 20 كانون الأول/ديسمبر 2006، أن تنظر، إذا لزم الأمر، في مسألة العضوية العالمية لمجلس الإدارة/المنتدى البيئي الوزاري العالمي لبرنامج الأمم المتحدة للبيئة في دورتها الرابعة والستين، مع ملاحظة الاختلافات في الآراء التي أُعرب عنها حول هذه المسألة المهمة والمعقدة.

The document discusses actions undertaken by UNEP in respect of the issue of universal membership of the Governing Council/Global Ministerial Environment Forum and all aspects of financing of UNEP, as requested in decisions 23/1 III (Universal membership of the Governing Council/Global Ministerial Environment Forum), paragraph 11, and 23/IV (Strengthening the financing of the United Nations Environment Programme), paragraph 20, respectively.
وتناقش الوثيقة الأعمال التي اضطلع بها اليونيب بشأن قضية العضوية العالمية لمجلس الإدارة/المنتدى البيئي الوزاري العالمي وجميع أوجه تمويل اليونيب، على النحو المطلوب في الفقرة 11 من المقرر 23/1 ثالثا (العضوية العالمية لمجلس الإدارة/المنتدى البيئي الوزاري العالمي)، والفقرة 20 من المقرر 23/4 (تعزيز تمويل برنامج الأمم المتحدة للبيئة) على التوالي.

In part I of the decision, the Council/Forum noted the variety and divergence of views of Governments on the question of universal membership of the Governing Council/Global Ministerial Environment Forum described in the note of the Executive Director and voiced during that session.
وفي الجزء الأول من هذا المقرر، أشار المجلس/المنتدى إلى إختلاف وتباين آراء الحكومات بشأن مسألة عالمية عضوية مجلس الإدارة/المنتدى البيئي الوزاري العالمي والموضحة في مذكرة المدير التنفيذي() والتي أُثيرت أثناء هذه الدورة.
