6. Where some but not all watercourse States to a particular international watercourse are parties to an agreement, nothing in such agreement shall affect the rights or obligations under the present Convention of watercourse States that are not parties to such an agreement.
٦ - إذا كان بعض دول مجرى مائي معين، لا كلها، أطرافا في اتفاق ما، لا يؤثر شيء مما ينص عليه مثل ذلك الاتفاق في ما لدول المجرى المائي التي ليست أطرافا في مثل ذلك الاتفاق، من حقوق والتزامات بمقتضى هذه الاتفاقية.

6. Where some but not all watercourse States to a particular international watercourse are parties to an agreement, nothing in such agreement shall affect the rights or obligations under the present Convention of watercourse States that are not parties to such an agreement.
٦ - إذا كان بعض دول مجرى مائي دولي معين، لا كلها، أطرافا في اتفاق ما، لا يؤثر شيء مما ينص عليه مثل ذلك الاتفاق في ما لدول المجرى المائي التي ليست أطرافا في مثل ذلك الاتفاق، من حقوق والتزامات بمقتضى هذه الاتفاقية.

In its view, there was no balance between the rights and obligations of watercourse States.
فهو يرى أن التوازن منعدم بين حقوق والتزامات دول المجاري المائية.

To that end, he called for the cooperation and contribution of all members of the Working Group in achieving a viable convention which would be acceptable to the majority of watercourse States.
