At the 11th meeting, on 6 August 2003, Mr. Kartashkin introduced his working paper on the rights of women married to foreigners (E/CN.4/Sub.2/2003/34).

1. In its decision of 2002/112 of 14 August 2002, the Sub-Commission on the Promotion and Protection of Human Rights requested Mr. Vladimir Kartashkin to prepare, without financial implications, a working paper on the rights of women married to foreigners, and to submit it to the Sub-Commission for consideration at its fifty-fifth session.

In addition, entirely new subjects were chosen for further investigation: the impact of corruption on the realization and enjoyment of all human rights; the regulation of citizenship by successor States for nationals of predecessor States; the rights of women married to foreigners; and new mechanisms for the effectiveness of the principle of universality applied to human rights treaties.
