5.2 As to the State party's argument that she did not appeal decision No. 6 of the Prosecutor's Office of the Pskov Region, the petitioner explained that it was obvious to her that the outcome of such an appeal would be negative, in view of the fact that that Prosecutor's Office of the Pskov Region has previously adopted five decisions to the same effect, two of which have been unsuccessfully contested by her in court.
5-2 وفيما يتعلق بادعاء الدولة الطرف بأن صاحبة البلاغ لم تستأنف القرار رقم 6 لمكتب ادعاء منطقة بيسكوف، أوضحت صاحبة البلاغ أنه كان من الواضح لها أن نتيجة مثل هذا الطلب سيكون سلبياً، نظراً لأن مكتب ادعاء منطقة بيسكوف اعتمد من قبل خمسة قرارات بهذا الشأن، طعنت في اثنين منهما بدون نجاح أمام المحاكم.

3.5 In the present case, the Prosecutor's Office of the Pskov Region repeatedly refused to initiate criminal proceedings to investigate the petitioner's claims on the grounds that the facts described in her application (see, paragraphs 2.1 and 2.2. above) did not constitute hate speech.
3-5 وفي هذه القصية، رفض مكتب ادعاء منطقة بيسكوف عدة مرات الشروع في إجراءات جنائية للتحقيق في ادعاءات صاحبة البلاغ على أساس أن الوقائع الموصوفة في طلبها (انظر الفقرتين 2-1 و2-2 أعلاه) لا تمثل خطاب كراهية.
