My delegation supports the call by the Secretary-General for the consideration of converting into grants official bilateral debts owed by the poorest African nations.
ويؤيد وفد بلدي دعوة اﻷمين العام إلى دراسة تحويل الديون الرسمية الثنائية المترتبة على أفقر البلدان اﻷفريقية إلى هبات.

Creditor countries should also consider converting into grants all remaining official bilateral debts of the poorest countries and all creditors should also consider clearing the entire debt stock of the poorest African countries and LDCs.

His delegation therefore strongly supported the Secretary-General’s proposal that the remaining official bilateral debts of the poorest African countries should be converted into grants.

وشمل إعلان الألفية التزاما بإلغاء جميع الديون الثنائية الرسمية للبلدان الفقيرة المثقلة بالديون مقابل قطعها التزامات بالحدّ من الفقر يمكن التحقّق من تنفيذها.

In our view, this requires that the developed industrialized countries fulfil their commitments to provide official development assistance to developing countries, address the special needs of the least developed countries, provide debt relief to poor countries and agree to cancel all official bilateral debts.

This has to be accomplished through increased and carefully targeted official development assistance flows, by opening up markets for commodities of export interest to Africa, by converting official bilateral debts owed by the poorest African countries into grants and by improving the access of people living in poverty to productive opportunity.

20. The renegotiation of official bilateral debts takes place within the Paris Club framework, and for HIPC countries constitutes the first step in the HIPC process.
٢٠ - تجري عملية إعادة التفاوض على الديون الثنائية الرسمية في إطار نادي باريس، وتشكل بالنسبة للبلدان الفقيرة المثقلة بالديون الخطوة اﻷولى في العملية المتعلقة بتلك البلدان.

62. The UNCTAD secretariat continues to participate as an observer in meetings of the Paris Club for the renegotiation of developing countries' official bilateral debts.
62- تواصل أمانة الأونكتاد الاشتراك بصفة مراقب في اجتماعات نادي باريس لإعادة التفاوض على الديون الثنائية الرسمية المستحقة على البلدان النامية.

“17. Encourages the Paris Club to provide more than 80 per cent relief as well as convert all remaining official bilateral debts owed by the poorest African countries into grants in order to make an appropriate and consistent contribution to the common objective of debt sustainability;
" ١٧ - تشجع نادي باريس على أن يوفر تخفيفا للديون بنسبة تتجاوز ٨٠ في المائة، فضلا عن تحويل كل الديون الثنائية الرسمية المتبقية المستحقة، من أفقر البلدان اﻷفريقية إلى منح بغية تقديم مساهمة مناسبة ومتسقة في السعي إلى تحقيق هدف استدامة الديون المشترك؛
