This official note is intended to explain the reasons for the proposals, copies of which are attached.
وترمي هذه المذكرة الرسمية إلى شرح أسباب هذه الاقتراحات التي أرفقت نسخ منها بهذه الرسالة.

The relatively low number of prosecutions for active bribery is a consequence of the fact that many perpetrators have been released from criminal liability due to their voluntary notification to the appropriate authorities before the authorities receive information about the bribe giving, as permitted by the official note to section 312 of the Penal Code.
ويُعزى العدد المنخفض نسبيا من الملاحقات القضائية لمرتكبي جرائم الرشو إلى إعفاء العديد منهم من المسؤولية الجنائية لأنهم أبلغوا السلطات المعنية طوعا بتقديمهم الرشوة قبل تلقيها معلومات عن ذلك، كما ترخّص به المذكرة الرسمية الملحقة بالمادة 312 من قانون العقوبات.

It has circulated official note No. 1/1627 of October 4, 2001 of the Governor of the Bank of Mongolia, concerning the possible movement of terrorist assets through accounts in Mongolian banks and requesting them to inform without delay, if any suspicious assets are discovered.
وقد عمّم المصرف المذكرة الرسمية رقم 1/1627 المؤرخة 4 تشرين الأول/أكتوبر 2001، الصادرة عن محافظ مصرف منغوليا، بشأن تحركات محتملة للأصول المملوكة للإرهابيين من خلال حسابات مودعة في المصارف المنغولية، وتطلب المذكرة إلى هذه المصارف أن تتقدم ببلاغاتها، دونما إبطاء، في حالة ما إذا اكتشفت أية أصول مشتبه فيها.

This message has also been forwarded by an official note of the Ministry for Foreign Affairs of Afghanistan to the Foreign Ministry of Pakistan.
وهذه الرسالة كانت قد نقلت أيضا في مذكرة رسمية من وزارة الخارجية في أفغانستان إلى وزارة الخارجية في باكستان.
