2. In such a case, the breach extends over the entire period starting with the first of the actions or omissions of the series and lasts for as long as these actions or omissions are repeated and remain not in conformity with the international obligation.

3. As a result, we are of the view that the correct ground for inadmissibility should be the author's failure to substantiate a violation of his rights under articles 20, paragraph 2, and 27 of the Covenant, and not lack of victim status due to the collective nature of the harm allegedly afflicted by the acts or omissions of the State party.

٢٥ - تكون اﻷمم المتحدة مسؤولة عن تناول مطالبات اﻷطراف الثالثة حيثما تكون الخسارة أو اﻹضرار بالممتلكات، أو التعرض للوفاة، أو اﻹصابة الشخصية، بسبب أعمال ارتكبها أو أغفلها الموظفون المقدمون دون مقابل في أداء خدماتهم لﻷمم المتحدة بموجب الاتفاق مع المانح.

Victims of violation of any fundamental rights and liberties safeguarded by the Constitution can challenge to the Supreme Court decisions or omissions of the authorities as being contrary to the constitutional provisions guaranteeing the rights, or as being based on laws which are contrary to the constitutional provisions or on laws contrary to instruments ratified by Cyprus (Art. 146).
